In addition, the National Police Academy will have an option for a validation study, which is detailed in annex 1.
Based on procurements in previous years, a non-binding annual economic estimate for the contracting authority is approx. NOK 1,100,000 million excluding VAT. The contracting authority estimates that there will be somewhat higher costs in the first years of the contract connected to any development and special adaptation of the offered tool. The option for a validation study is estimated to have an economic scope of approx. NOK 370,000 excluding VAT over the contract period.

Documentation requirement: - Norwegian companies: Company Registration Certificate. Foreign companies: Verification that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Qualification requirements: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Tenderers must have an economic and financial standing that makes it able to fulfil its contractual obligations throughout the entire contractual period. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Teknisk og faglig kapasitet:
Qualification requirement: The tenderer must have experience from comparable assignments.
Documentation requirement: Description of up to three of the tenderers most relevant/comparable assignments during the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.
