The National Library of Norway hereby invites to a restricted tender contest for security guard services for the Library's premises in Oslo and Mo i Rana The National Library of Norway’s premises are approx. 20,000 m2 in Rana and approx. 22,000 m2 in Oslo.
In Rana there is especially a need for mobile security guard services, but in particular circumstances there can be a need to order stationary security guard services for shorter periods in connection with, for example, events or escorting services.
In Oslo there is a need for both mobile and stationary security guard services. The National Library of Norway is in a phase of change with a strong increase in the number of exhibitions and events in the premises in Oslo, and
the tenderers must thus be prepared that certain changes in the need will occur. In Oslo the buildings are a main building with associated storage buildings. In Mo i Rana the buildings consists of a main building and associated storage buildings. In addition we also have
five external warehouses.

Kort beskrivelse:
The location in Rana will only require mobile security guard services. The location in Oslo requires mobile and stationed security guard services. The National Library of Norway is in a changing process with major increase in the number of exhibits and arrangements. The Library has recently opened a cafe in the premises in Oslo. The service providers must therefore be prepared for changes in relation to requirements. See also the permission to change the contract in accordance with point 17 given in NS8434:2008 ("General contractual terms for manual guard and security services"). These terms shall regulate the agreement between the successful tenderer and the National Library of Norway.

The agreement period is from 1 June 2022. The agreement period is for two years with option extending the agreement for two years for the contracting authority. The maximum contract period is four years.
Based on previous figures, the contract value is estimated to be approx. NOK 5 million excluding VAT per year. The total value of the procurement (4 years) is estimated to NOK 20 million excluding VAT. The volume must be considered an estimate and thus non binding for the contracting authority.

For service contracts: Authorisations are required from a specific organisation.
Is it necessary to have a specific authorisation from a specific organisation in order to provide the service in the tenderer's home country?
Minimum requirements for qualification
The tenderer is required to be a certified security guard service, cf. the Security Guard Act § 3. Valid permit to practice and enter into a contract for security guard services. For this assignment, the security guard company must document their permits in the areas in the Security Guard Act § 2 letters a and e. (I.e. area supervision and alarm processing).

Other economic and financial requirements
In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:

Tenderers must have good economic and financial capacity. Documentation requirement: Tenderers must be credit worthy equivalent to A (Bisnode, Experia, or similar). The report must not be older than 6 months and it must be based on the last known accounting figures. In addition tenderers must submit an overview of any significant incidents that have occurred after the most recently audited financial statements were issued. If a tenderer, due to valid reasons, cannot prove his financial position in accordance with the above-mentioned documentation requirements, the contracting authority will assess other suitable documentation if this is submitted together with the enquiry.

Only for services: During the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and can take experience from the period before the last three years into consideration.

The tenderer must have experience from several similar deliveries in the last three years. Comparable deliveries mean, for example, security guard services for cultural institutions, educational institutions and other relevant service-related companies, which have contact with the public. These deliveries shall have a corresponding scope in terms of execution of object types and number of guards. Documentation requirement: Description of up to three comparable reference projects that have equivalent object types and scope The description must provide information on who the customer was, what was delivered, with a short explanation of why the reference is comparable, when the delivery was made, object types and the annual financial scope of the assignment.
