Background
On 2 March 2022, Member States of the United Nations Environmental Assembly (UNEA) unanimously agreed to develop a legally binding treaty to end plastic pollution. The adopted resolution, End Plastic Pollution: Towards an international legally binding instrument, establishes an intergovernmental negotiating committee (INC) that will develop the specific content of the new treaty with the aim of completing its work by 2024.

Objectives are to:
• Produce a series of papers that aim to analyse past and present multilateral treaty making and implementation efforts, in a search for the most relevant lessons for the design of a new plastic pollution treaty
• Present the political, technical/intellectual and process-related conditions for multilateral treaty-making and assess how these conditions influence the design, form and substantive content of the new treaty on plastic pollution
• Identify a series of key question that may warrant further analysis.
Outputs and activities
1. Systematic review of literature data on lessons learned from a wide range of existing multilateral treaties.
2. In collaboration with GRID-Arendal, coordinate and implement project plan, from proposed report structure to publication.
3. Identify possible partners withing other academic institutions – and researchers – in the production of the papers.
4. In collaboration with GRID-Arendal, conduct workshops with relevant stakeholders.
5. Write, review, edit and publish the report (approx. 10 chapters) in the leadup to the negotiating sessions.
6. Support GRID-Arendal in disseminating and communicating project outputs to end-users.
Required qualifications:
• Capacity to undertake and interpret research:
i. Exhibiting sufficient understanding of the INC process and plastic pollution problem and current global research into regime effectiveness.
ii. Capacity to mobilise sufficient, appropriately qualified personnel to lead and undertake the research and report writing process.
iii. Proven knowledge of lessons learned from a wide range of existing multilateral treaties.
• Proven ability in:
i. Research
ii. Scientific method and in systemic approach
iii. Data collection, management and interpretation
iv. Writing project reports
Duration: April 2022 – July 2022.
There is a possibility of later expansion to a longer-term project aiming to present a series of issue-specific reports in the run-up to the INC negotiation sessions in 2022-2024.
Type: Independent consultancy contract / Service providing contract
Requirements for submitting an Expression of Interest should include the following:
1. Detailed project proposal and financial offer based on daily rates (incl. VAT) for the contractual period.
2. Application should include a cover letter (1-page max) and curriculum vitae (including contact details of at least 2 referees for which similar work has been undertaken) of implementing staff.
3. Implementation time line.
