The Ministry of Climate and Environment [Klima- og miljødepartementet (KLD)] invites tenderers to submit offers for the delivery of a scenario report with a roadmap to end plastic pollution by 2040.
• The project should deliver an analytical report with a baseline scenario and a High Ambition scenario with near-zero plastic waste and microplastic leakage into the environment by 2040.

• Communications, digital and visual presentation of data and findings should be an integrated part of report development and launch of report.

The Consultant is expected to begin work immediately after contract signing as specified by the progress plan below. The report must be completed to be launched in September 2023 as specified in attachment 1 to this request for tenders, appendix 3. Please also see Appendix 6 for changes to the general contractual wording regarding rights, publication and sharing of data connected to the results of the Project.

The Norwegian Ministry of Climate and Environment on behalf of the Nordic countries, invites tenders to this request for tenders ("RFT") from economic operators ("Tenderers") for the provision of a scenario report with a roadmap to end plastic pollution by 2040. The Nordic countries want to commission an analytical scenario report outlining a roadmap to end plastic pollution by 2040.

• The project must establish and consult an international expert panel with representatives from academia, civil society, industry, government, and practitioners with expertise from across the plastic life cycle.
The Contracting Authority estimates that the expenditure on the Services to be covered by the proposed Service Contract is maximum 5 000 000 DKK (excl. VAT) over the Term and any possible extensions. Tenderers must understand that this figure is an estimate only based on current and future expected usage. The above estimated contract value is not binding for the Contracting Authority. The project is subject to funding from the Nordic Council of Ministers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for single-person companies that are not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation: For Norwegian tenderers:
A certificate which verifies that the tenderer has fulfilled their obligations in relation to the payment of taxes, social security contributions and VAT. The certificate must not be more than six months old.
Tenderers with arrears related to the tax certificate may be rejected from the tender. Exceptions to this may be granted in cases where the tenderer is engaged in dispute resolution procedures with the tax authorities. In such cases, documentation of this must be submitted as part of the offer.

Requirement: The tenderer must have relevant experience in developing reports on environmental issues that guide international decision-makers.
Documentation:
A description of up to three of the tenderer´s three most relevant assignments in the last three years, together with information about the contracts values, dates of deliveries or executions and names of recipients if possible.
Relevant assignments mean reports on global environmental issues, plastic pollution, plastics in a circular economy or similar.
The tenderer is responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.
