Folkehelseinstituttet (FHI) [the Norwegian Institute of Public Health (NIPH)] is implementing an open tender competition for the procurement of vaccine against rotavirus for the base vaccination of infants in the Norwegian child vaccination programme, starting up in Q1 2023.
The scope of the procurement is estimated at a number of doses sufficient to fully immunise up to 65,000 infants in need in the Norwegian child vaccination programme per calendar year. The estimated total scope for the contract period, with the full extension of the contract period (option), is estimated to be up to approx. 260,000 full immunisations.
NIPH aims to award one contract based on price evaluation where offers for 3-dose vaccines are given an additional NOK 52 in the evaluation.
The procurement shall be implemented as an open tender contest in accordance with the Public Procurement Regulations' Parts 1 and 3. The procurement shall be implemented electronically via the CTM-KGV portal (EU-Supply) and the tender notice is published in Doffin and TED.

REQUIREMENT:
The tenderer must have sufficient delivery capacity throughout the contract period, ref. Supply Agreement section 3.3
Documentation requirement:
Confirmation that the tenderer has the capacity to deliver a sufficient number of doses of the rotavirus vaccine to fulfil the contract.
The tenderer must have the requisite permissions to be able to fulfil the contract.
If the tenderer is the manufacturer of the vaccine, permission must be presented from relevant EU/EEA authorities to manufacture pharmaceuticals.
If the tenderer is not the manufacturer of the vaccine, the requisite permissions from relevant EU/EEA authorities to trade in pharmaceuticals must be presented.
If the tenderer imports the vaccine, the import license that includes the offered vaccine must be presented.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
• The Norwegian Institute of Public Health requires ethical and socially responsible production. (Supply agreement point 12, 12.1-12.3).
• The tenderer shall be a member of the Legemiddelansvarsforeningen [Pharmaceutical Liability Association] (Supply Agreement, point 11.2)
The Norwegian Institute of Public Health (NIPH) can re-sell, non-distributed, vaccine doses (Supply Agreement, point 18.1)
• The tenderer is obligated to deliver a volume suitable for full immunisation of up to 65,000 infants per year. (Supply agreement point 3.3)
• NIPH is obligated to purchase a minimum volume suitable for full immunisation of 55,000 infants per year during the contract period. (Supply agreement point 3.2).
• The tenderer is obligated to deliver a volume suitable for full immunisation of 15,000 infants by 31/01/23 (Supply Agreement sections 3.4 and 4.1).

In this competition, the price per dose (unit price) is the only price element in the offers. If the actual contract value had been published in the tender notice, it would have been possible to calculate the unit price based on the contract value and other public information in the tender documentation.
