The purpose of the procurement is to establish framework agreements that will cover the users and allied nation needs for maritime transport of:
- RORO liner shipping of wheeled /tracked cargo, break bulk and containers
- Voyage Charter of RORO vessels for more significant shipments during exercises and operations
The need is primarily between ports in Norway. Secondary shipments from ports in Norway to ports in Europe and thirdly, and more seldom, globally.
The estimated value of the framework agreement is NOK 100 million excluding VAT with an estimated maximum value of NOK 120 million. The estimate does not involve any purchasing obligations. The actual amount depends on the users varying need during the lifetime of the framework agreement.

The purpose of the procurement is to establish framework agreements that will cover the users and allied nations needs for RORO transport for:

1) Group A Liner Shipping Norway

2) Group B Transport Voyage Charter

Each group will be evaluated separately. The contracting authority will award each group to a maximum of five (5) tenderers for each part. The contracting authority reserves the right to award each group to one, two, three or four tenderers if the desired number of tenders is not received. For Group A Liner Shipping Norway the contracting authority evaluates offered prices in the price matrix tabs numbered one to six. Any offers on routes to or from foreign ports is voluntary and will not be part of the evaluation. Group B Voyage Charter will be awarded to the tenderers who offer the lowest maximum daily price. Call-offs for Voyage Charter will be subject to mini competitions.

Varighet: 24 måneder

The framework agreement duration is two years. The contracting authority will have one or more renewal opportunities for a further two years. The maximum duration of the contract including options is four years.

REQUIREMENT DOCUMENTATION REQUIREMENT

1. Tenderers must be registered in the Central Coordinating Register for Legal Entities or Chamber of Commerce in the state where the tenderer is established. Norwegian tenderers: Company registration certificate. Foreign tenderers: Confirmation that the tenderers is registered in the Central Coordinating Register or Chamber of Commerce in the state where the tenderer is established.

2. Tenderers must have the necessary economic and financial capacity to be able to implement the contract. If the tenderer has achieved a credit rating of A or equivalent, it is sufficient to fulfil the requirement. A credit assessment from a certified credit rating agency based on the most recent known accounting. The assessment must not be older than three months.

3. Tenderers must have sufficient competence to carry out the delivery. Description of education and experience of personnel available to execute the contract. CVs are not requested in this connection. Descriptions must be limited to two pages.

4. Control systems within the following areas: ICT security, environment and working environment. Documented by certification or other equivalent description.

5. Tenderers must have a good and efficient quality assurance system. A description of the Tenderer's quality assurance methods If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of the valid certificate.

6. The vessel series must have its primary legal entity in a NATO or EU country. Certificate confirming where the vessel owner has their primary legal entity.

7. Vessels must be registered in a NATO or EU country. Certificate confirming where the vessel is registered. 8. The vessel owners conditions must be monitored by an IACS (International Association of Classification Societies). Certificate confirming that the vessel owners are monitored by IACS. 9. Vessels must maintain all international laws and regulations, as well as the requirements for International Safety Management (ISM), International Ship and Ports Security (ISPS) and International Convention for the Prevention of Pollution for Ships (MARPOL). Vessel owners must be able to documents this with certificates/self-declaration. 10. The vessel must be registered under a flag state that complies with positive International Chamber of Shipping (ICS) performance table for the following: 1) PARIS MOU WHITE LIST 2) NOT ON PARIS MOU BLACK LIST 3) USCG QUALSHIP 21 4) NOT ON USCG TARGET LIST (SECURITY) 5) SOLAS 74 (AND 88-PROTOCOL) 6) MARPOL ANNEX I-VI 7) LL 66 (AND 88 PROTOCOL) 8) STCW 78 9) ILO MLC 10) CLC/FUND 92 11) STCW 95 WHITE LIST Certificate confirming which flag state the vessel is registered under.
