Norsk nukleær dekommisjonering (NND)

NND's assignments consist of carrying out reviews in accordance with the review instructions and KVU/preliminary projects in accordance with the government's project model. NND will also carry out several measures that require impact assessments in accordance with the relevant legislation. This concerns, amongst other things, decommissioning nuclear facilities, and establishing new facilities for the treatment, storage, and disposal of radioactive waste.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1. Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

Norwegian tenderers: Company registration certificate

Foreign tenderers - confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

2. Tenderers must have a satisfactory quality assurance systems in their company.

Documentation requirement: Tenderers must submit documentation of ISO 9001 or equivalent quality assurance systems. If a tenderer is not certified, the tenderer can document the requirement by submitting an overview of the table of contents for the quality assurance systems.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to carry out the assignment/contract.

Documentation requirement:

Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a licence to conduct this service.

The contracting authority can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the board´s annual reports and the auditor´s reports.

Minste nivå(er) av standarder:

A creditworthiness of A is required to be eligible for this competition. If other credit ratings are used, the company shall have the rating credit worthy.

Teknisk og faglig kapasitet:

1. Tenderers must have experience from assignments of relevant nature, scope and complexity for each sub-contract. It is the tenderer's responsibility to confirm relevance through the description.

2. Tenderers must have adequate capacity to fulfil the contract.

3. Tenderers must have experience from processing and saving classified information at the required classification level.

Minste nivå(er) av standarder:

1. A description of the tenderer's 3 most relevant assignments in the last 5 years within the fields listed in sub-contract 1 and sub-contract 2. The description must include a statement of the tenderer's role in the project, and in what phases, as well as the assignment's scope, value, period, contracting authority, contact person at the contracting authority, and the current status of the project (ongoing/completed).

2. Tenderers must show that they have sufficient capacity to carry out the assignment by describing the organisation and staff that will be important for the assignment.

3. Documentation of the ability to process and save classified information at the required classification level.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

When carrying out the assignment, the tenderer must save or produce classified information at CONFIDENTIAL level. A security contract must be signed with the tenderer. See Annex 4. The chosen tenderer must therefore be able to be cleared as a supplier at CONFIDENTIAL level.

Personnel at the chosen tenderer who will carry out assignments where they will have access to security graded information must be able to be authorised and security cleared at CONFIDENTIAL level.

Objektive kriterier for å velge det begrensede antallet kandidater:

If there are more than 3 tenderers that fulfil the minimum qualification requirements, the contracting authority will rank the tenderers according to the following selection criteria:

* A description of the tenderer's personnel that the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not, weighted 40%.

* Documentation of the ability to process and save classified information at the required classification level, weighted 10 %.

* The reference assignments´ relevance in light of the contracting authority's needs, weighted 50%.

The contracting authority uses a model for the selection of prequalified tenderers where points are awarded for each of the criteria in points a-c above. A scale fro 0-6 is used, with 6 points being the best. The points that are given for each criterium will be multiplied with the criterium's stated relative weight. The weighted points will be added up and the up to 3 tenderers with the highest total points will be prequalified in the contest.

The same criteria will be used for the selection for both sub-contracts.

A description of the tenderer's personnel who are available to fulfil the contract, regardless of whether they belong to the company or not, weighted 40%.

Documentation of the ability to process and save classified information at the required classification level, weighted 10%.

The reference assignments' relevance in light of the contracting authority's needs, weighted 50%.
