Selected organisations in the Police service and the Directorate of Norwegian Correctional Service shall enter into a framework agreement for the purchase of a respiratory and motion sensors (Norwegian: PBS). The respiratory and motion sensors (Norwegian: PBS) shall primarily be used in prison cells in Norwegian prisons and police buildings. However, the sensors shall also be used at other locations, e.g., cells at airports.

The agreement can be extended for one year at a time for up to two years, so that the maximum agreement period is four years.
Beskrivelse av opsjoner:
The contracting authority has an option for extending the agreement for up to two years.
The contracting authority has the option to change from a local solution with servers per location to a national solution with the use of a virtual server.

Qualification Requirement:
The tenderer must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

Qualification Requirement:
The tenderer must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement:
- A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service.
If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

The tenderer must have very good experience from comparable assignments.
Documentation requirement:
Description of up to three of the tenderer’s most relevant/comparable assignments in the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.
