The register tool will be used for data collection and analysis in research projects. In the long term there are plans to expand the procurement to a register tool that will also include data collection and analysis for use in quality work and medical quality registers. The users are mainly researchers and clinicians in Helse Sør-Øst, but collaboration partners in the other health authorities will also require access to the system in order to run multi-centre studies efficiently across the health authority and institutions in Norway and abroad. There is a large need for a support tool that can contribute to making research projects in Helse Sør-Øst more efficient.

Efficiency can be achieved by implementing a register tool in accordance with the approved architecture principles in Helse Sør-Øst with an efficient project and reporting system and high degree of self-service for each researcher. The tool must support work processes connected to data collection, analysis, interpretation, publication, and storage/deleting of data. All of the approx. 2300 researchers in Helse Sør-Øst must be able to use the tool. The tool must be easy to use with 'do-it-yourself system' for the majority of the research projects. At the same time it must support the research departments in the health authorities' need for development/set-up with adaptations of experienced specialists, for example, specialised registers/integration work. Researchers often have national and international cooperation with other R&D environments in health trusts, and also with the university and university college sector, (UoH) and often in split jobs between the health authority and UoH. When a health authority is responsible for data collection, there is a need for good systems for data collection and storage that also covers this type of cooperation. There are also strict requirements for login, deleting/anonymising data and saving data in research projects.

Annual continual renewal until one of the parties terminates the notice if the market offers this. Alternative procurement and maintenance. This depends on conditions that will be discussed in a dialogue on, amongst other things, the platform for installation.

The expected contract value can vary, but provisional estimates show an amount between NOK 20 million and NOK 60 million over a 4 year period.
