Forsvarsbygg (FB) [the Norwegian Defence Estates Agency] is an administrative body under the Ministry of Defence. We develop, build, operate, and dispose of property for the defence sector. We also provide expert expertise to other parts of the public sector related to building protection, cultural heritage protection and disposal. The property portfolio we administer includes many of the most distinctive and demanding buildings in the country: from the 15 fortresses available to the public, to military camps, firing and training fields, and airports for the Norwegian Armed Forces. Our head office is in Oslo with locations all over the country, including Hamar, Harstad, Bergen, Stavanger and Trondheim.

The tenderer must be a legally registered company.

Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Økonomisk og finansiell stilling:

The tenderer must be creditworthy and have the financial capacity to carry out the contract.

Tenderer’s credit rating, not older than six months when calculated from the expiry of the application deadline. The credit rating must contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the controlling company), equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Teknisk og faglig kapasitet:

Suppliers, including any sub-suppliers, shall document experience from carrying out similar tasks, cf. the Task description in Appendix 1.

A list that describes the tenderer´s 3 largest or most significant assignments, of relevance for this contract, completed within the last three years. The list shall include information on the value, date and name of the recipient of the service and contact information.

References can be contacted for quality assurance of the presented documentation. Note that the tenderer is responsible for providing the correct information.

The Norwegian Defence Estates Agency intends to invite between three and five tenderers who are given the opportunity to submit tenders, as long as a sufficient number of tenderers register. If the number of qualified tenderers exceeds the Norwegian Defence Estates Agency´s limit, we will choose the tenderers who best fulfil the technical and professional qualification requirements.
