Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have an economic and financial standing that makes it able to fulfil its contractual obligations throughout the entire contractual period.
Minste nivå(er) av standarder:
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
- A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Teknisk og faglig kapasitet:
1. Tenderers must have relevant professional competence within the procurement's scope.
2. Tenderers must have experience from comparable assignments.
3. Tenderers must have a good and well-functioning quality assurance and quality management system for the products that are to be delivered.
4. Tenderers must have an environmental management system.
Minste nivå(er) av standarder:
1. The requirement must be documented by attaching information on the education and professional qualifications (cf. annex B) of dedicated personnel for the contract (contact person/product manager). The contact person must be able to communicate in Norwegian/Danish/Swedish (possibly English) with the contracting authority. The documentation ought to include: Knowledge of the market, relevant experience from product development, experience from holding courses/user training, knowledge of relevant narcotics and the way they work, knowledge of the product, including function, practical use, interpretations of the result, limitations, cross reactions.

2. A description of the tenderer's up to 3 most relevant/comparable assignments in the last 3 years. (The description must be given in Annex B).
At least 1 reference assignment is to be stated, and this ought to be from the largest customers according to turnover in the previous 3 years. Relevant assignments means deliveries to customers who use a multi-test for detecting narcotics for the same purpose as the police, the Norwegian Correctional Services, customs, etc. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description.

3. Tenderers must submit documentation of their quality assurance and management system. The following documentation will be accepted:
Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent,
or a description that as a minimum comprises procedures/routines for:·Management of nonconformity and complaints, approval of the sub-suppliers, process from receipt and registration of orders until delivery to the customer has occurred.
4. Tenderers must present documentation of their environmental management system. The following documentation will be accepted: Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco-Lighthouse or equivalent), or a description of the tenderer's own environmental management system. The description must as a minimum include an environmental policy and environmental goals.
