Kort beskrivelse:
The professional system shall be used to manage the property tax basis in the municipality. This includes, amongst other things, site inspections and taxation of properties, decisions on taxation in a political committee, import of housing values from the Norwegian Tax Administration, annual issuing of taxes through sending income tax demand notes and publication of register of taxpayers, production of invoice basis, processing exemptions, and managing appeals.

The agreement applies to ICT systems for property taxation management, delivered as a service over the internet ("as a service" deliveries).
The professional system shall replace the municipality's current ICT system.
Bergen kommune, c/o byrådsavdeling for finans, næring og eiendom is the contracting authority for the agreement. When the system is established, Etat for bygg og eiendom, c/o Eiendomsskattekontoret, will be the owner of the system. The professional system for property taxation shall be a group system in Bergen municipality and shall enable use by the agencies and departments that at any given time have work processes and needs that are supported by the system.

Beskrivelse av fornyelser:
The agreement period is five (5) years from the date the agreement is signed. The agreement will then be automatically renewed for 1 (one) year at a time. The agreement is valid until it is terminated by one of the parties in accordance with the contract provisions on duration and termination.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Documentation for Norwegian tenderers: The contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Tenderers have, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years' experience and can take experience from the period before the last three years into consideration.

If the tenderer has implemented the assignment with support from subcontractors, it must be clear what the provider's responsibility has been in the project. References can be checked by direct contact and by obtaining relevant information for any verification of the compliance of the qualification requirement. It is, however, the tenderer´s responsibility to document relevance through the description. The references must be from the three most important and relevant assignments and include the establishment of the service and the operation / management. The reference assignments must be for the last three years and must contain a description of the scope (number of hours / man-years), the delivery time, results, where the delivery was performed (on-site, off-site), an overall description of the delivery and responsibility / role / type in delivery. Documentation requirement: Relevant experience is to be documented by stating a minimum of three (3) and a maximum of four (4) reference projects from the last three (3) years. The references are to be entered directly in the Mercell system. Only the first four projects will be assessed if more than four reference projects are listed.
