Qualification phase - new work boats for the maintenance teams

The Norwegian Coastal Administration has a long term plan to renew the work boats that are used by the maintenance teams along the Norwegian coast. The overall intention of the renewal plan is to obtain new boats with the necessary qualities and suitable equipment for the contracting authority's assignments in areas near the coast. These assignments include, amongst other things, maintenance and the new establishment of navigation installations, as well as oil spill recovery and environment protection. The plan is to procure a total of 8 work boats over an extended period of time.
The Norwegian Coastal Administration is using this publication to procure the first two work boats, with delivery of work boat 1 at the latest 30.09.2023 and delivery of work boat 2 at the latest 15.12.2023. The Norwegian Coastal Administration will be able to take up an option for a further 1 boat. The contracting authority will be free to take up the option. If the transition not other environmentally friendly fuels becomes relevant whilst boats 1 and 2 are being built, consideration will be given to applying it to the option boat.

The work boats must have qualities and be suitable for the Norwegian Coastal Administration's area of use and the employees' work operations. The work boats must be reliable and efficient, including having environmentally friendly systems that contribute to reducing the Norwegian Coastal Administration's running costs and CO2 emissions during the lifetime of the work boat.

The tenderer must design, shape, and build the work boat according to the agreed building specifications.
The work boats must be up to 14.99 m long, have a single hull with a bow trap door, and be designed for hard use and hard weather.
The engine size must be maximum 749 kW, with a water jet and dynamic positioning (without class). The boats must he good environmental solutions, without this affecting capacities. Good range is important. Long fjords, often without places to refuel means that the range ought to be between 150-200 NM.

The work boats must have a good load capacity. The normal load on board for normal work is approx. 1500 kg split between the hold, stores, and on deck. The cruising speed in normal working condition ought to be minimum 22 knots, with a good operating economy and operating profile for the engines.

The work boats have a crane on the foredeck with a maximum capacity (range) that is in relation to stability.
The bridge must have good visibility and the fixtures must have adequate room and facilities for a crew of three persons.
The noise requirements must be met in all conditions. The boats must be certified for a total of 6 persons.
