In connection with the implementation of the Stad Marine Tunnel project, there is a need to expand the resource capacity to manage the project implementation until the project is in operation.
The framework agreement shall ensure the contracting authority access to experienced professional resources regarding contract advisory services, who alone or in collaboration with the contracting authority's own resources, shall contribute to ensuring a secure and efficient implementation of the project's procurement processes. The framework agreement is limited to:
- preparatory contracts in the interface with the main contract,
- the main contract (turnkey contract or main contract)
- consultancy agreements in connection with the Norwegian Coastal Administration's responsibilities and rights as a contracting authority

On behalf of the contracting authority as a public builder subject to public procurements' laws and regulations:

In the planning and implementation phase of the procurements:

- assist with the preparation of the overall contract strategy, procurement plans, tender documents and contract documents

- assist in the contest implementation phase up to contract signing. In the contracting phase

- assist in establishing routines for contract management

- maintain an overview of contracts

- implementation of contract(s)

- continous contract follow-up during the construction period, including risk management, claims and change management, assistance regarding disputes, etc. The overview of tasks is not exhaustive.

The estimated contract value is between NOK 8 and 15 million. The volume of the framework agreement is extremely difficult to estimated and will depend on assessments that take place during preparation of contract strategies and each individual procurement plan.

The framework agreement gives the contracting the right, but not the obligation, to award contracts and order services in accordance with the purpose and scope of the framework agreement. The contracting authority reserves the right to use other consultants if there is a need for cutting-edge expertise to cover the overall need of the project.
