The Northern Norway Regional Health Authority intends to procure an ICT system for medicinal cancer treatment with an accompanying support contract for the hospitals in the health authority. The system will see to patient safety through all links in handling medication for cancer treatment; from when the doctor prescribes the medicine to a patient, via product in the hospital pharmacies, to administration to the patient. The Northern Norway Regional Health Authority has ambitions that medicinal cancer treatment happens in a closed medicine loop. The system must comply with the requirements in Norwegian law.

The system will also contribute to the hospitals making the process more efficient by eliminating extra checks, manual routines, and archiving documentation. The Northern Norway Regional Health Authority does not currently have a digital system for medicinal cancer treatment.

The procurement will be made through a competitive dialogue. The procurement will be made in three phases; Qualification phase, dialogue phase, and tender phase.

Beskrivelse av fornyelser:

The contract for establishing a system will run from the start of the establishment to the hand over of the system to the contracting authority.

The contract for maintenance of the system will run from the hand over of the system to the contracting authority with an option for annual renewal. As a starting point, the contract period will not have a defined end date.

Beskrivelse av opsjoner: Any options will be clarified in the dialogue phase.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a Register of Business Enterprises or a trade index in the country where the tenderer is established.

Documentation Requirement

Norwegian companies: Company registration certificate

Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial solidity to be able to fulfil the contract obligations.

Minste nivå(er) av standarder:

Tenderers are required to have:

a) positive equity

b) a credit rating equal to A or better measured on AAA solidity scale.

Documentation Requirement

The contracting authority will evaluate the tenderer's compliance with the qualification requirements in the following ways:

Latest submitted annual financial statements with notes including auditor's report.

Profit and Loss account and/or balance for the last six months if it is more than six months since the last annual financial statement.

Documentation from a credit rating company authorised to conduct such business that the tenderer has a credit rating equal to A or better, measured based on the AAA solidity scale, or an equivalent score. The credit rating must not be more than 6 months old and must be based on the last known accounting figures. The contracting authority reserves the right to obtain credit ratings on its own initiative.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with another document, including for example a parent company guarantee, bank guarantee, etc.

Tenderers must have the good capacity related to the execution of the contract.

Tenderers must have sufficient ability and capacity to fulfil the contract. The contracting authority will assess the tenderer's deliveries and the degree of comparability with the contracting authority's need.

Minste nivå(er) av standarder:

Tenderers must give a short and general description of its organisation and activity areas. State the number of resources who will be relevant for this procurement:

Number of resources - product and service development, including test

Number of resources - support and maintenance

Number of resources - project management

Tenderers must also describe the proportion of the contract that the tenderer is considering to sub-contract out.

Tenderers must refer to an overview of relevant assignments that the tenderer has executed in the last three years, together with information on the contracts' value, date of delivery or execution, and the name of the recipient.
