The contracting authority shall hereby enter into a framework agreement with one tenderer for the purchase of tyres, tyre accessories and tyre services, including tyre hotels, for our vehicle fleet.
The framework agreement shall cover the Contracting Authority's need for tyres and tyre services for our vehicle fleet, including, among other things, tyres for personal/goods vehicles, sanitation vehicles, lorries, construction machinery, etc. The contracting authority currently has approx. 60 existing vehicles that will be included under the contract, as well as 5 construction machines. Our fleet of vehicles is "vivid". This means that the existing vehicles will be removed from the agreement when they are no longer included in the contracting authority's fleet of vehicles, and new vehicles will be added during the agreement period.

Tyres and tyre accessories include, but are not limited to; the purchase of summer tyres, winter tyres (with and without studs), retreaded tyres, rims and chains. All tyres offered in the contest must be of good quality and suitable to the conditions in Norway and the use of the vehicle fleet. New products and tyre dimensions that are not stated in Annex 4 Price Form can be may be added during the contract period.

Tyre services means, but is not limited to; tyre hotel, tyre changing, preparedness and emergency response in the field, tyre repair, tyre fitting, tyre studding, stud removal as well as other services related to tyre services. The price stated for the tyre hotel shall include washing, storage and inspection of tyres/wheels, as well as seasonal changing of tyres, including rebalancing.

Qualification requirements
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation Requirement
• Norwegian tenderers: Company Registration Certificate.
• Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
The certificate must not be older than 12 months from the tender deadline.

Qualification requirements
Tenderers must have the financial capacity to carry out the assignment/contract. Tenderers are required to be credit worthy and have satisfactory liquidity and solidity.
Documentation requirement:
• A credit rating based on the most recent financial figures. The credit rating must not be older than 3 months. The rating must be carried out by a credit rating agency with licence to conduct such services.
Minste nivå(er) av standarder: Credit rating of a minimum of A or equivalent.

Tenderers are required to have a quality assurance system.
Documentation:
• Documentation of the quality assurance system. An account of the tenderer´s existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Tenderers are required to have an environmental management system.
• Documentation of an environmental management system. Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system, the tenderer must implement one within 6 months of the contract being signed. This must be documented in writing.

• Completed annex 7. Description of the tenderer's relevant equivalent deliveries in the last 3 years. Including information on the value, date and recipient (name, telephone number and email address). The contracting authority must be given the authority to contact the person in question.

The public procurement regulations state that if a tenderer relies on the capacity of other companies, he must document that he can use the necessary resources, for example, by attaching a commitment statement, cf. the PPR section 16-10 (2).

§ 25-2. Waiting period before the contract is signed.
(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.

a. when the contracting authority is without obligation to publish the contest, c.f. § 13-3 and § 13-4
b. when the chosen tenderer is the only affected tenderer
c. when the contracting authority awards contracts under a framework agreement
