Project manager new ICT-platform

Norwegian Agency for Development Cooperation

The Government has decided that a joint ICT service will be established for the ministries, including the Ministry of Foreign Affairs and the foreign service missions. It has been decided that the underlying directorate Norad will not follow the ministry over to a new joint ministry ICT platform or use the new joint ICT service.
The Ministry of Foreign Affairs currently operates its own ICT platform and provides associated ICT services to its own business and Norad. Norad does not have its own ICT unit and receives all infrastructure and platform services, equipment services and Service Desk from the Ministry of Foreign Affairs' ICT section. establish their own internal roles to manage their own ICT services.
It has been decided that a project will be established for this work and Norad now needs an experienced project manager to play an important role as leader of this work.

The Ministry of Foreign Affairs currently operates its own ICT platform and provides associated ICT services to its own business and Norad. Norad does not have its own ICT unit and receives all infrastructure and platform services, equipment services and the Service Desk from the Ministry of Foreign Affairs' ICT section. Some user-friendly SaaS services, the subject system Tilskuddsportalen and Norad's websites are purchased and administered by Norad itself. The digital platform provided by the Ministry of Foreign Affairs consists partly of "on-prem" services and partly of Microsoft 365 and Azure cloud-based services. The latter is delivered in a joint tenant including for the Ministry of Foreign Affairs and Norad. The change means that Norad must establish its own ICT platform, acquire new supplier (s) of ICT services and study and establish its own internal roles in order to manage its own ICT services. Technically, the services in the joint MS 365 tenant will be re-established in a separate tenant only for Norad. This includes services such as Azure AD, M365 (SaaS) and Azure (PaaS). In addition, there will be solutions for the services Norad currently uses on the "on-premise" part of the Foreign Ministry's platform. It has been decided that a project will be established for this work and Norad now needs an experienced project manager to play an important role as leader of this work. The consultant will lead the project for the establishment of Norad's new ICT platform. The project manager has the responsibility and authority to lead the project team and deliver the necessary products within the time and cost limits defined by the client. Legally established company
The tenderer must enclose a company certificate or register printout (sole proprietorship) from the Register of Legal Entities.
Tax certificates
Norwegian providers must submit a tax certificate for tax, employer's contribution and value added tax (form RF-1316). The tax certificates must not be older than 6 months from the expiry of the offer deadline.
Foreign providers must submit corresponding tax certificates from their countries.

UD drifter i dag en egen IKT-plattform og leverer tilhørende IKT-tjenester til egen virksomhet og Norad. Norad har ingen egen IKT-enhet og mottar samtlige infrastruktur- og plattformtjenester, utstyrstjenester og Servicedesk fra UDs IKT-seksjon. Enkelte brukernære SaaS-tjenester, fagsystemet Tilskuddsportalen og Norads nettsteder kjøpes inn og administreres av Norad selv. Den digitale plattformen levert av UD består dels av «on-prem» tjenester og dels av Microsoft 365 og Azure skybaserte tjenester. Sistnevnte leveres i en felles tenant inklusive for UD og Norad. Endringen innebærer at Norad må etablere en egen IKT-plattform, anskaffe ny(e) leverandør(er) av IKT-tjenester samt utrede og etablere sine egne interne roller for å forvalte egne IKT-tjenester. Rent teknisk skal tjenestene i den felles MS 365-tenanten reetableres i en egen tenant kun for Norad. Dette innebærer tjenester som Azure AD, M365 (SaaS) og Azure (PaaS). I tillegg skal det finnes løsninger for tjenestene Norad i dag benytter på «on-premise»-delen av UDs plattform. Det er besluttet at det skal etableres et prosjekt for dette arbeidet og Norad behøver nå en erfaren prosjektleder til å spille en viktig rolle som leder for dette arbeidet. Konsulenten skal lede prosjektet for etablering av Norads nye IKT-plattform. Prosjektlederen har ansvar og myndighet til å lede prosjektteamet og levere de nødvendige produktene innenfor de tids- og kostnadsrammene som er definert av oppdragsgiver.
