Project Tønsberg Courthouse would like to carry out a qualification process for tenderers who may be interested in submitting tenders for a turnkey contract with a solution proposal for the mentioned project. Statsbygg requests that turnkey contractors with an architect apply for qualification for the turnkey contract. Cf. point 3.2 for the qualification requirements.

The project is for the construction of a new Tønsberg Courthouse on the Bjørn Farmann site in Halfdan Wilhelmsens allé 2, Tønsberg. The new courthouse will be constructed for Vestfold District Court, Vestfold Land Consolidation Court, and Agder Crown Court. The site has a central and exposed location in direct proximity to Tønsberg Station and a short distance to the bus terminal. The location will build on the courthouse's worthiness and function. The courthouse is to be designed with emphasis on area efficiency, sobriety, and functionality, with architecture that relates to the purpose of the courthouse. The new courthouse will include a number of courtrooms, multi-purpose rooms, office areas, as well as good public areas, and a small arrest section.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers are required to be a legally established company.
Documentation: Company registration certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
Requirement: Tenderers are required to have satisfactory financial implementation ability.
The extent of the size will also be emphasised.
Documentation: Complete annual accounts for the last year, including the audit report, alternatively StartBANK ID.
The Norwegian Directorate of Public Construction and Property reserves the right to obtain a credit rating of all tenderers.
Teknisk og faglig kapasitet:
Requirement: Tenderers are required to have sufficient experience from assignments with comparative value.
Documentation: Turnkey contractors (TE) must present a description of up to 4 reference projects with comparative value, containing information on:
the project name
the contracting authority
type of buildings (e.g. courthouse or office building)
the project scope in m2 and costs
construction year/new building/renovation
type of contract (if this is a turnkey contract, if own employees or sub-contractors have planned the project)
the contract value excluding VAT and the company's part thereof
the start-up date and completion date (year) / if not completed - where one is in the project.

2. The company that will design the project (ARK) must document up to 3 reference projects of comparative value, with information as specified in point 1 above.
NB: 1 and 2) are to be answered by completing the attached 'Form-Qualification Requirements-Reference Projects for Tenderers'.
Statsbygg reserves the right to contact the the provided references. Reference persons and contact information must be given in the above mentioned form.
Requirement: Tenderers are required to have sufficient experience from assignments with a comparative value.
Particular emphasis will be put on experience from equivalent projects.
The offered PL at the TE will be expected to work almost full time on this project, both in the formulation of a solution proposal, during the engineering design services, and during construction, as well as being present at the construction site.
The offered architect is the person who will manage the formulation of the solution proposal and will be the main architect in the engineering design services and construction.
Documentation. Named persons are to be offered for the following roles:
a) Project Manager TE
b) Architect
The following must be submitted for each of the offered persons:
1. Complete CV of maximum 4 pages that includes information on relevant education, courses, professional experience, and an account of the person's competence.
2. Reference projects
An account of up to 3 reference projects where the offered person has worked, and which has a comparative value for this project. The following information is requested:
description of the project
the person's assignments/role in the project
the project's size in m2 and cost, construction year/new building/renovation
contract form
reference person
Regarding the offered personnel, Statsbygg reserves the right to contact the reference person for one or more of the reference projects. References can be obtained for one or more of the offered persons.
Statbygg's own experiences with the offered personnel can also be weighted.
