The ocean research laboratories at Tyholt in Trondheim were established in 1937, and have been expanded a number of times since then. Since 2005 the knowledge environments and industry have worked with purpose to upgrade and modernise the laboratories. The general aim has been, and is, to realise a centre that will ensure value creation for Norway through competitive Norwegian ocean space industries. Ocean Space Centre (OSC) is a joint name for the marine laboratories.
Ocean Space Centre consists of specialised laboratories with particularly highly specialised user equipment. In addition an office building and teaching premises are to be established for SINTEF and NTNU at Tyholt in Trondheim. The laboratories consist of wet laboratories such as a sea pool, a rough sea pool, as well as dry laboratories such as structure and engine laboratories. The project has been given a start-up grant for 2022.

The Ocean Space Centre is divided into the following wings:
- Wing A Offices and education building.
- Wing B Wet laboratories, structure and machine laboratories, storage, workshop and parking
- Wing C Teaching laboratories, power plant. Wing C also contains both wet and dry teaching laboratories.
- Fjordlab, central operations in Heggdalen, as well as installations in three sea areas; Trondheim Fjord, Hitra/Frøy and outside Ålesund. In addition small buildings will be established in Ålesund.
This contract applies to the construction of a new building in wing A with minor measures / alterations related to the existing Cavitation Laboratory. Moreover, infrastructure and outdoor areas shall be established. Preparatory demolition work of workshops etc. is also part of this contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be a legally established company.
Company Registration Certificate: foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
Statsbygg will carry out a credit rating of the tenderer. The tenderer can also be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.
Minste nivå(er) av standarder:
The tenderer is required to have satisfactory financial implementation ability. The size of the turnover in relation to the contract value, can be emphasised.
Teknisk og faglig kapasitet:
1. A description must be provided (maximum 1 page per project) of up to 3 reference projects from the last 5 years, with a comparable value
(role of the turnkey contractor/general contractor), with information on, among other things:
- project name
- contracting authority
- the project´s size in m2/m3
- type of building
- the contract value of the assignment excluding VAT
- type of contract (if this is a turnkey contract, whether own employees or sub-contractors have designed the project)
- the tenderer's assignments/role in the project
- the start-up date and completion date (year) / if not completed - where one is in the project
2. The companies in the role of projecting Consulting Engineer Geotechnics (Norwegian: RIG) and executing contractor for the groundwork shall each submit up to 3 reference projects which verify that they have completed projects of comparable value (complexity in relation to existing buildings). Maximum 1 page per reference project shall be submitted.
