The contracting authority would like to use this procurement to enter into framework agreements with one or more tenderers.
The purpose of the agreement is to cover the contracting authority's need for signs and road marking materials in accordance with the requirement specification.
The procurement consists of 7 categories, and tenderers can choose to submit tenders for one or more categories. Each part will be evaluated individually. If a tenderer is evaluated as being the best within several categories, the contracting authority can choose to write a combined contract for these categories.

Egnethet til å utøve yrkesvirksomheten:

The contracting authority has requirements for the tenderers' qualifications. The qualification requirements are minimum requirements for

tenderers. The tenderers' qualifications will be assessed based on the received documentation, unless

otherwise specified in the individual requirement.

Information on the use of subcontractors, qualification requirements and ESPD self-declaration forms

are in accordance with point 2.2 "Requirements for tenderers" in the tender documentation.

Økonomisk og finansiell stilling:

2.2.4.1.1 Payment of tax, VAT and other public duties: Documentation requirement: Norwegian tenderers: Tenderers must give consent in their tender for Tendsign to obtain the information and provide said information to the contracting authority on the above-mentioned via Tendsign. After tenderers have submitted their tender in TendSign, they will receive a request from Altinn for consent to share

tax information. The consent is valid on an organisation level and is valid for 3 (three) months.

If tenderers do not give their consent, the tenderer must attach a certificate for tax and

VAT. The certificate must not be older than 6 (six) months from the tender deadline.

Any arrears or other irregularities must be justified. (Tenderers can obtain

the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. Taxes shall be translated into Norwegian.

2.2.4.1.2 Credit rating: Documentation requirement:

The contracting authority will carry out their own assessment of the tenderer's finances through the business and

account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service

CreditPro. The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the Tenderers can be assessed on equal terms. Tenderers can attach other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation.

Newly established companies: Newly established companies that have not built up a basis for a credit rating

must enclose a declaration from a bank or similar financing institution on the company's financial and economic position. This also applies to foreign tenderers.

2.2.4.1.1 Payment of taxes, VAT, and other public duties

Requirement: The tenderer must be in good standing in regards to payment of tax, payroll tax and

VAT in accordance with the legal provisions, and the tenderer must not have significant arrears.

2.2.4.1.2 Credit rating: Requirement: Sufficient economic capacity to execute the contract. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the agreement, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers. Newly established companies must have the financial capacity to fulfil the contract.

Teknisk og faglig kapasitet:

2.2.4.2.1 Quality management system: Documentation requirement: A brief description must be attached of the general quality management system on which the tenderer will base the implementation of the contract (max. 1 A4 page, table of contents will not be accepted). If the tenderer is certified in accordance with ISO-9001 or other relevant certification systems, it is adequate to present a copy of the certificate.
