The largest call-off is expected to be for leasing tablets for schools, nurseries, and teaching, including the tablet 'pupil and assistant, 10.2' and the tablet 'teacher and department in nursery 10.9'. Several employees would like the PRO version, but this must be assessed in terms of the budget and offered prices.

We see an increasing need for tablets as a work tool for increased efficiency, availability and flexibility. Amongst other things, tablets are used by employees when out amongst users, (e.g. the home care service), by politicians who are sent reference documents, by technical outreach workers, in school and nurseries as an electronic aid in learning and teaching, as well as by unit managers for approving invoices/orders.

The contracting authority will use this procurement to enter into a framework agreement with one (1) tenderer.
Estimert verdi eksklusive mva: 25 000 000 NOK 💰
Beskrivelse av fornyelser: 3 extensions of 12 months each.
Beskrivelse av opsjoner:
Accessories are wanted for the tablets that are offered, including chargers, car chargers, covers, keyboards, etc.
Tenderers must be able to offer all-risk insurance for the procured tablets.
Tenderers must be able to offer an hourly rate for repairs not covered by the guarantee and claims.
Tenderers must be able to offer labelling and putting covers on tablets before they are dispatched to the customer.

Payment of taxes, VAT, and other public duties:
Norwegian tenderers: After tender submission, the tenderer must give consent for TendSign to obtain and for the contracting authority to receive information about the above via Tendsign. After tenderers have submitted their tender in TendSign, they will receive a request from Altinn for consent to share the tax information. The consent is valid on an organisation level and is valid for 3 (three) months. If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.) Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit Rating:
The contracting authority will carry out an assessment of the tenderer´s finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro. The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the Tenderers can be assessed on equal terms. Tenderers can attach other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation. Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing. This also applies to foreign tenderers.

Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions, and tenderers must not have significant arrears.
Credit Rating:
The financial capacity to carry out the agreement is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the agreement, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers.

On several occasions KOFA has also concluded that there is a legal basis to use a manufacturer's name or branded name due to the objective of the procurement. The contracting authority has, thus concluded that there is a compatibility risk, and it conflicts with the aim of ensuring the most efficient use of resources if tablets are used with other operative systems than iOS. The participants in the framework agreement cannot be expected to replace existing infrastructure, including software and software compatible with iOS when there is a need to supplement such equipment. Emphasis has also been put on the fact that the largest user group of the products is children in schools and nurseries with a need for individual and intuitive interface, and that pupils/employees have, over several years, developed competence and experience with iOS based infrastructure.
