Rogaland County needs to procure services within work warnings, which will include a work warning plan, relevant applications, work warning courses, setting up and removing equipment, traffic management, hire and procurement of equipment for internal use, etc. The framework agreement will be used in cases where, for example, contracts or operational contracts do not cover the organisation's needs.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established.

Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:
Tenderers must have good economic and financial capacity to fulfil the contract and must fulfil the following requirements:
Tenderers must have positive equity.
An average annual turnover of minimum NOK 10 million, for the three previous financial years.
Tenderers must have an equity ratio of at least 10 %.
Credit assessment: Credit worthy.
Insurance certificate: Valid liability insurance.
Documentation requirement:
The tenderer's Annual Financial Statements, annual report and audit report for the last three years, and recent information (4th quarterly accounts 2021) which is of significance to the tenderer's fiscal figures.
A brief statement of information on the economic conditions or losses that are not documented other places, and that are required to be documented in accordance with Norwegian and/or international accounting standards.
An overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.
An overview of any significant incidents that have occurred after the most recently audited financial statements are issued, including the unrevised 2021 annual accounts.
Rogaland County will obtain a credit check from Experian for all tenderers that participate in the contest. The credit rating must achieve a rating of credit worthy and it must not include any advice against credit.
The required insurance must be presented in accordance with the requirement.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the contracting authority deems suitable. Tenderers must substantiate why they cannot present the documentation required by the contracting authority.

Tenderers have, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and can take experience from the period before the last three years into consideration.

Documentation requirement:
Experience is required from at least 3 equivalent/relevant assignments, i.e., total deliveries of personnel and the assignments (make work warning plans, traffic management, delivery, rigging and removal of traffic furniture equipment, and work warning courses within transport (see the price sheet for further information). Documentation of excellent implementation ability is required.

Tenderers must be able to present a list of the primary deliveries or services performed in the last three years. The description must as a minimum contain:
Brief description of the assignment
Size or value of the deliveries - date (contract period).
Names and a brief description of the customers
Telephone number, e-mail address and name of contact persons for the customers.
Relevant customers from the list may be contacted.
It is the tenderer´s responsibility to document relevance in the description.

Tenderers must have the required capacity and professional breadth to fulfil the contractual obligations throughout the contract period, cf. the tender documentation.
A description of the tenderer's average, annual workforce and the resources he has available in the contract period (possibly with a commitment statement).
Any sub-suppliers must be named.
