Oslo municipality, c/o the Agency for Urban Environment, the Department of Procurement and Contract (henceforth referred to as the Contracting Authority) invites tenderers to an open tender contest for an operating agreement for tree management in the Agency for Urban Environment management's area.
Oslo municipality has assigned the Agency for Urban Environment the overall responsibility for management of trees. The Agency for Urban Environment is Oslo municipality's professional authority for transport and mobility and is responsible for traffic safety, traffic management, the development of infrastructure for pedestrians, cyclists, and motorised transport, as well as the operation and maintenance of Oslo's municipal roads. The Agency for Urban Environment is responsible for improving accessibility for bicycles and collaborates with Ruter and Sporveien regarding the implementation of measures to improve accessibility for public transport.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation Requirement: Norwegian tenderers: Company Registration Certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement: The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The credit rating must be carried out by a credit rating company licensed to conduct this activity, and it must not be more than 6 months old.
The contracting authority reserves the right to obtain credit ratings on its own initiative.
Teknisk og faglig kapasitet:
Requirement: The tenderer must have valuable experience from the care and maintenance of trees of a larger scope.
The tenderer must have sufficient capacity and competence, cf. requirements specifications points 3.1 and 3.3 to execute the contract,
Tenderers must have a quality assurance system relevant to the content of this contract.
A quality assurance system shall be established which ensure that the tenderer is suitable to fulfil the contractual obligations for environmental regulations (see the contract's point 6.5).
This means that the tenderer must have methods for working actively and systematically on reducing negative environmental impact from the activities related to the implementation of this contract.
Documentation requirement:
A brief description of the most important deliveries during the last five years, including information about the contract value, date of delivery or execution, as well as the name of the contracting authority and a description of the assignment content.

• A statement of the tenderer's average annual workforce in the last three years.
Information on the education and professional qualifications of the arborists and one foreman, for example CVs.
A description of the tenderer´s quality assurance methods.
Alternative: Certificate for the company's quality system/management system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.
A description of the tenderer's environmental management measures. If a tenderer has certificates from independent bodies that can substantiate an established environmental management system, certificates thereof can be presented as documentation.
The contracting authority here refers to the EU scheme EMAS (Eco-Management and Audit Scheme), other acknowledged environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme or equivalent, or other environmental management standards that are based on relevant European or international standards from accredited bodies, e.g., ISO 14001 or equivalent.

The Norwegian Tax Administration The Agency for Urban Environment must cancel the contract for Management of trees in the Agency's administration area. There are justifiable reasons for cancelling the tender contest as the tender documentation contains an ambiguity that cannot be corrected in any other way than by cancellation, as there is a conflict in the declaration of commitment and the tender documentation regarding whether the tenderers can rely on others to qualify to submit tenders. We believe this could potentially have prevented other tenderers from submitting tenders, who do not have sufficient expertise in their own enterprise to be considered qualified. The contest will be re-advertised soon.
