Oslo municipality has assigned the Agency for Urban Environment the overall responsibility for management of trees. The Agency for Urban Environment is Oslo municipality's professional authority for transport and mobility and is responsible for traffic safety, traffic management, the development of infrastructure for pedestrians, cyclists, and motorised transport, as well as the operation and maintenance of Oslo's municipal roads. The Agency for Urban Environment is responsible for improving accessibility for bicycles and collaborates with Ruter and Sporveien regarding the implementation of measures to improve accessibility for public transport. The contract has a critical role in this and shall contribute to the Agency for Urban Environment's vision of a safe, beautiful, environmentally friendly, and an active city is maintained. The Agency for Urban Environment shall be a leader in management of urban trees and the management of the City's trees shall be based on the best practice available and most recent research.

Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation Requirement: Norwegian tenderers: Company Registration Certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement: The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The credit rating must be carried out by a credit rating company licensed to conduct this activity, and it must not be more than 6 months old.
The contracting authority reserves the right to obtain credit ratings on its own initiative.
Teknisk og faglig kapasitet:
Requirement 1: The tenderer must have good experience from the care and maintenance of trees of a larger scope.
Requirement 2: The tenderer must have sufficient capacity and competence, cf. requirements specifications points 3.1 and 3.3 to execute the contract,
Requirement 3: Tenderers must have a quality assurance system adapted to the content of the contract.
Requirement 4: A quality assurance system must be established which ensures that the tenderer is suitable to fulfil the contractual obligations for environmental regulations (see the contract point [18]).
This means that the tenderer must have methods for working actively and systematically on reducing negative environmental impact from the activities related to the implementation of this contract.
Documentation requirement 1: A brief description of the most important deliveries during the last five years, including information about the contract value, date of delivery or execution, as well as the name of the contracting authority and a description of the assignment content.

Documentation requirement 2: A statement of the tenderer's average annual workforce in the last three years. Information on the education and professional qualifications of the arborists and one foreman, for example CVs.
Documentation requirement 3. A description of the tenderer's methods for quality assurance.
Alternative: Certificate for the company's quality system/management system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.
Documentation requirement 4: A description of the tenderer's environmental management measures. If a tenderer has certificates from independent bodies that can substantiate an established environmental management system, certificates thereof can be presented as documentation.
