Procurement of the labour market programme Clarification measure - the Møre and Romsdal region

NAV Møre og Romsdal (the Norwegian Labour and Welfare Administration) would like to enter into framework agreements for the labour market programme Clarification measure (Norwegian: Avklaring).
The work assessment includes mapping and assessing participants´ work abilities and any specific needs for assistance in getting or keeping work. The clarification measure shall contribute to participants having increased insight into their options in the labour market and of their own resources and skills for work.
The framework agreement is geographically divided in four service areas:
Service area A - Nordmøre:
- The area includes the following municipalities: Kristiansund, Averøy, Smøla, Aure, Gjemnes, Surnadal, Tingvoll and Sunndal.
Service location requirement, Kristiansund.
Service area B - Romsdal:
¨The area includes the following municipalities: Molde, Rauma, Hustadvika, Aukra and Vestnes.
- Service location requirement: Molde
- The area includes the following municipalities: Ålesund, Sula, Giske, Haram, Fjord, Stranda and Sykkylven.
- Service location requirement: Ålesund
Service area D - Søre Sunnmøre:
- The area includes the following municipalities: Ørsta, Volda, Ulstein, Vanylven, Sande, Herøy and Hareid.
- Service location requirement: Ørsta/Volda

In addition, the tenderer must have a set up for good and proper delivery in Sunndal and Surnadal.
- The anticipated need is 20-30 parallel labour market programme places at any given time.
A framework agreement will be signed for the period 01.07.2023 - 30.06.2025, with an option for an extension for further 1+1+1 years.
If the tenderer would like to submit a tender in this service area, the tenderer must also upload a tender letter for this service area along with any additional documentation of which the tender consists and attach this sub-contract. See additional information regarding the correction of the requirements for submitting tenders.

Tenderers are required to be a legally established company.
Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.
Foreign Tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established.

Tenderers are required to have sufficient financial ability to execute the contract.

Credit rating from an officially approved credit evaluation institution. The rating shall be based on the last known fiscal figures with an indication of how the credit rating
has evolved during the past three years.
The company's last annual report, including the auditor's report to the relevant public authority in the country where the tenderer is established. E.g. as the Brønnøysund Register Centre in Norway, and
newer information of relevance to the company's fiscal figures
Teknisk og faglig kapasitet:
Good implementation abilities are required.
Quality assurance methods are required.

Description of the tenderer's organisational capacity and professional qualifications.
Regarding the capacity we ask for a description of the tenderer's organisation
Regarding qualifications, a brief overview of the tenderer's general relevant expertise must be given. The personnel who will be offered for the assignment shall not be specified,
and CVs are not to be submitted in this point.
Description of methods for quality assurance, and/or certificates issued by a certification body confirming compliance with relevant quality assurance standards.
