The contract will cover the hire of nurses, healthcare workers and social educators. They must be able to be hired for urgent assignments, short-term assignments, long-term assignments and for holiday assignments. The contracting authority's experience with orders over the past year has shown that there is great pressure in the market for temporary health staff, and therefore sees the need to enter into a parallel framework agreement in an attempt to ensure deliveries during the agreement period.

Egnethet til å utøve yrkesvirksomheten:
Requirement 1 - Tax certificate.
Tenderers must not have considerable tax and VAT arrears, unless an approved repayment schedule is presented.
Documentation requirement 1:
Norwegian tenderers:
Tax and VAT certificate, not older than 6 months. The certificates can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers
A certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established. The certificate must not be more than 6 months old.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Requirement 3 - Economic and financial capacity:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must achieve a minimum rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.

The contracting authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. Tenderers must as a minimum achieve a rating of 'Credit worthy’, i.e. the tenderer must be in risk classification 5 or better on the Experian credit rating scale.

Tenderers are expected to have familiarised themselves with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

When submitting their tender offer, the tenderer can enclose a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. Qualification requirement 4 - Technical and professional qualifications:
Tenderers must have experience from having delivered a contract of comparable size and complexity to this procurement.
The contract must have had a minimum value of NOK 1 million.
Multiple individual assignments/contracts for one contracting authority can be counted together in order to fulfil the requirement for value.
Documentation requirement 4:
Tenderers must attach a list of the most important relevant assignments the last 3 (three) years. The description must include a statement of the assignment's content, value, date, and recipient (name, telephone and e-mail). It is the tenderer's responsibility to confirm relevance through the description. The references will only be contacted if required.
