In order to reach ambitious goal requirements, the contracting authority needs consultancy services within the category service innovation, in order to map and create insight when both new and existing services are to be developed.

The main limit is NOK 1 million a year, i.e., NOK 4 million over 4 years, however, if the contracting authority sees that the service is og great benefit, the concept and service procurement can be increased to NOK 6 million - NOK 7 million over 4 years. The contracting authority needs service procurements within communication/agency services. The contracting authority has a communication department consisting of a manager and four communication consultants, which carries out individual services that are requested within sub-competition 2. The contracting authority needs service procurements within several areas as listed in annex 1 due to a desire to add expertise from an external professional environment and capacity considerations. The main limit is NOK 1.3 million a year, i.e., NOK 4 million over 4 years, however, if the contracting authority sees that the amount of assignments increases in periods, it can be increased up to NOK 6 million over 4 years.

Qualification requirements

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation Requirement

• Norwegian tenderers: Company Registration Certificate.

• Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

The certificate must not be older than 12 months from the tender deadline.

Qualification requirements

Tenderers must have the financial capacity to carry out the assignment/contract. Tenderers are required to be credit worthy, have satisfactory liquidity and solidity, and a minimum score of A or equivalent.

Documentation requirement:

A credit rating based on the most recent fiscal figures. The credit rating must not be older than 3 months. The rating must be carried out by a credit rating agency with licence to conduct such services.

Qualification requirements

Tenderers are required to have a quality assurance system.

Documentation:

 Documentation of the quality assurance system. An account of the tenderer´s existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Tenderers are required to have an environmental management system.

 Documentation of the environmental management system. Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system, the tenderer must implement one within 6 months of the contract being signed. This must be documented in writing.

Tenderers must have experience from similar contracts

 Completed annex 14. Description of the tenderer's relevant, equivalent deliveries in the last 3 years, minimum one (1). Including information on the value, date and recipient (name, telephone number and email address). The contracting authority must be given the authority to contact the person in question. Experience from equivalent assignments must be given per sub-competition, and if a tender is submitted for both sub-competition, experience must be referred to from both competition areas.

Tenderers must have a binding cooperation relationship with any sub-contractors.

The public procurement regulations state that if a tenderer relies on the capacity of other companies, he must document that he can use the necessary resources, for example, by attaching a commitment statement, cf. the PPR section 16-10 (2).

§ 25-2. Waiting period before the contract is signed.

(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.

(2) The waiting period requirement does not apply

a. when the contracting authority is without obligation to publish the contest, c.f. § 13-3 and § 13-4

b. when the chosen tenderer is the only affected tenderer

c. when the contracting authority awards contracts under a framework agreement

d. when the contracting authority awards contracts under a dynamic purchase system.
