The contracting authority collects 95% of the masses itself at the delivery point.

The contracting authority uses eBevis in this tender contest and for contract follow-up during the agreement period.
eBevis [the e-certificate] enables the contracting authority to electronically collect information that documents that the contractor meets the qualification requirements and that there are no reasons for rejection. The contracting authority can get access to company information from the Brønnøysund Register Centre and arrears from the Norwegian Tax Authority.

Norwegian tenderers must have their affairs in order with regard to the payment of tax, payroll tax and value added tax (VAT).

Tax Certificate not more than 6 months old. This only applies if the chosen tenderer is Norwegian.
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Tenderers must have sufficient economic and financial capacity to fulfil the contract.

Credit rating based on the most recent accounting figures.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Teknisk og faglig kapasitet:
Requirement
The tenderer shall have experience from comparable assignments.
Tenderers are required to have an environmental management system that fulfils the requirements in ISO 9001 or equivalent certification.
Documentation Requirement
ESPD
Documentation that verifies experience from comparable assignments. Information about the contracting authority, scope and agreement period.
The following will be requested from the winner of the competition, or if there is doubt about whether the requirements are fulfilled:
Attestation/certification showing approved rock quality
Attestation/certification showing approved asphalt processing
Valid ISO 9001 certification.
or
Documentation verifying the tenderer has a quality assurance management system that corresponds to the requirements for being ISO 9001 certified.
Other documentation of equivalent quality assurance measures will be accepted if due to no fault of their own, the tenderer does not have the possibility to obtain such certificates with the deadline. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards. Tenderers must justify why they cannot obtain such certificates by the deadline and the reason for this.
