The procurement will cover the Norwegian Defence and the Ministry of Defence's with underlying departments, need for textile patches, insignia, and name labels.
The following articles will be procured:
- Woven patches
- Woven slip-on insignia
- Woven arm flag with and without velcro
- Embroidered slip-on insignia
- Embroidered name labels
- Embroidered arm insignia
- Braids, gold-plated and silver-plated
- Silver embroidered patches with metal patches
- Silk embroidered patches with velcro
- Medal pin-cushions
- Name labels with velcro
The need will be met by the establishment of four (4) framework agreements, hereafter called as follows:
- Sub-area 1 (woven patches and flags)
- Sub-area 2 (woven and embroidered slip-on insignia)
- Sub-area 3 (embroidered patches and insignia, braids, and medal pin-cushions)
- Sub-area 4 (name labels)
The framework agreements will be signed with one (1) tenderer per framework agreement. A tenderer can be awarded one or several framework agreements.

Egnethet til å utøve yrkesvirksomheten:
QUALIFICATION REQUIREMENT: The tenderer must be registered in a company register or a trade register in the country where the tenderer is established. DOCUMENTATION REQUIREMENT: Norwegian tenderers: Company registration certificate. Foreign tenderers: Confirmation that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:
QUALIFICATION REQUIREMENT: Tenderers must have the required economic and financial capacity to fulfil the contract.
A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.
Minste nivå(er) av standarder:
DOCUMENTATION REQUIREMENT: Credit rating from a certified credit rating company, based on the last known fiscal figures. The rating must not be older than 3 months.
If a tenderer has justifiable reasons for not being able to present a credit rating (for example, newly started companies with a credit-rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre), the tenderer can prove his economic and financial position with any other document the contracting authority deems suitable, cf. the Public Procurement Regulations § 16-4 (2).

Teknisk og faglig kapasitet:
(1) TECHNICAL AND PROFESSIONAL QUALIFICATIONS - QUALIFICATION REQUIREMENT 1: Tenderers must have good experience from comparable deliveries. QUALIFICATION REQUIREMENT 2: Tenderers must have technical key personnel at disposal with good knowledge of the production of the products, cf. Annex B - Requirements Specification, or for similar products. (2) SYSTEM FOR QUALITY ASSURANCE AND ENVIRONMENTAL MANAGEMENT - QUALIFICATION REQUIREMENT 3: Tenderers must have established, taken into use and maintained a management system for quality that is in accordance with the requirements in ISO 9001:2015 Management Systems for Quality - Requirement.

The tenderer's management system for quality must be relevant for what the tenderer will deliver under the delivery scope of the contract, cf. ISO 9001:2015, 4.3 - Determine the scope of the management system for quality. QUALIFICATION REQUIREMENT 4: Tenderers must have established and taken into use an environmental management system that, as a minimum, consists of the following elements: - A system for the company's environmental considerations and environment policy. - A strategy for competence within the environment. AND - A system for monitoring and checking the most important characteristics of the company's operations that can have a significant impact on the environment.

Minste nivå(er) av standarder:
(1) TECHNICAL AND PROFESSIONAL QUALIFICATIONS - DOCUMENTATION REQUIREMENT 1: An overview of the tenderer's 3 most relevant contracts in the last 3 years must be completed in Annex 6 Reference Form. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration.

The references will be assessed as to whether, after a general assessment, they are a 'similar delivery' as regards the delivery scope of this procurement.
It is the tenderer's responsibility to confirm relevance through the description. The contracting authority reserves the right to contact the tenderer's listed references. DOCUMENTATION REQUIREMENT 2: An overview of the tenderer's vital technical personnel in the procurement must be given in Annex 7 Key Technical Personnel. This must include the name and position of vital technical personnel. A description of the education, experience, and/or professional qualifications for the personnel that the tenderer has at his disposal to complete the delivery. The description ought be a maximum of one A4 page per person.

(2) SYSTEM FOR QUALITY ASSURANCE AND ENVIRONMENTAL MANAGEMENT: DOCUMENTATION REQUIREMENT 3: If the tenderer is certified in accordance with ISO 9001:2015, it will be sufficient to present a copy of a valid ISO 9001:2015 certificate, with a scope that is relevant to the contract delivery scope and that is issued by a third party accredited certification body.

If a tenderer does not have a valid ISO 9001:2015 certificate, the tenderer must submit a description of the scope of the current management system for quality, and a conformity matrix that shows conformity between the tenderer's management system for quality and ISO 9001:2015. The conformity matrix must refer to documented information (process descriptions, procedures, instructions, etc.) in the tenderer's management system for quality, with reference to the document name/number and the requirements in ISO 9001:2015. DOCUMENTATION REQUIREMENT 4: If a tenderer is certified in accordance with ISO 14001:2015 or equivalent standards, it is sufficient to present a copy of a valid certificate.

If other certificates than the certificate for ISO 14001:2015 are attached, the tenderer must account for and show how the requirements in ISO 14001:2015 are fulfilled.
If a tenderer does not have a valid ISO 14001:2015 certificate, the tenderer must present a description of the current environmental management system. The description must document the elements in the qualification requirement, and refer to the page where these elements are described.
