Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: Tenderers must be a legally established company.

Documentation requirement:

- Norwegian companies: Company registration certificate.

- Foreign companies: Documentation that the tenderer is registered

in a company register, professional register or a trade register in the country where

the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers must be credit worthy.

Documentation requirement: A credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. Tenderers must not have a score lower than credit score A.

If a tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Minste nivå(er) av standarder:

Tenderers must have all matters in relation to government tax authorities in order.

Documentation requirement:

Norwegian companies: VAT and tax certificate. The tax certificate

must not be older than six (6) months, calculated from the tender deadline.

The certificate can be ordered via www.altinn.no.

Foreign companies: A certificate issues by the relevant authority in

the tenderer's home country, confirming that the tenderer has fulfilled their

obligations relating to the payment of taxes and duties in accordance with

the legislation of the country where the tenderer is established.

Teknisk og faglig kapasitet:

Requirement: The contractor (as a company) must have experience with both excavating ditches, filling, levelling, and compressing.

Documentation: A list of up to five (5) and not less than three (3) contracts that the tenderer has completed or is carrying out in the last five (5) years, calculated from the tender deadline.

Tenderers must also submit a certificate from relevant reference customers of satisfactory execution of the most important work. The following will be accepted as 'written attestation'; a reference letter, signed hand-over protocols, and emails from the relevant person at the contracting authority in question, e.g., responsible project manager, general manager, department manager, etc.

Note however: Regardless of which form the attestation has, the attestation document must clearly include:

- name of the contracting authority;

- description of what the contract work involved;

- whether there were several suppliers and/or sub-suppliers involved in the assignment, and how the work was distributed between them;

- the date the work was carried out;

- the contract value;

- the customer's assessment of the execution of the most important contract work.

Each and every reference assignment is not required to have involved ditch excavation, filling, levelling, and compressing, as long as in total (if you look at the reference assignments as one) it is clear that the tenderer has the requested experience.

Tenderers have the responsibility and risk that the attestations have a form and content that is in line with the qualification and documentation requirements. Tenderers carry the risk for uncertainties in the attestations.

If a tenderer has valid central certification from the Directorate for Building Quality within the function 'executing', within 'road and ground work' in development class 1, the certificate will be accepted as documentation that the qualification requirement is met.

Minste nivå(er) av standarder:

Competence and systems are required that ensure that the site work and other services covered by the framework agreements can be provided with low environmental impact and a high degree of security.

Documentation of environmental impact: Submit a description of the company's routines and systems to secure a low environmental impact when carrying out assignments under the contract. If a company has environmental certification or ISO 14001:2004 (or a more recent version), EMAS, Eco-Lighthouse or equivalent 3rd party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.

Documentation of quality assurance: Submit a description of the company's routines for quality assurance that will be used for the execution of the contract. If a company is certificate in accordance with ISO 9001 for equivalent third party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.
