Procurement of lake surveys

The Norwegian Public Roads Administration, Division Transport and Community, Section Climate and Environment (hereafter called the contracting authority), would like tenders for the delivery of lake surveys in water that is affected by roads, with an emphasis on the affect of salt and some environmental toxins. In addition there is an option for surveys of biological quality elements in fresh water, micro plastics, and sediment samples from the same lakes.
The contracting authority will present a list of the lakes. Surveys will be carried out in approx. 20 lakes a year, with sample taking in both the early summer and late autumn (depending on costs), and these will rotate so that over four years all the lakes will have had samples taken at least once. The plan is that there will be an annual survey provided there is sufficient financing each year. There can be double the number of surveys in the autumn of the first year.

The overall aim is to comply with the department's responsibility for clarifying the affect from and environmental consequences of roads and traffic in water environments. Associated rules are primarily the Pollution Act and the Water Regulations.
Varighet: 24 måneder
Beskrivelse av opsjoner: Option for 1 year + 1 year, total 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must have a specific authorisation or be a member of a specific organisation.
Tenderers must confirm their fulfilment of this requirement when submitting the tender.
Tenderers must have confirmation of an agreement with minimum one accredited laboratory in accordance with the ISO and/or GLP standard.
A clarified, professional competent environment is required for determining biological quality elements from lakes. Tenderers must state which institution/company and expertise will undertake such determinations.
Økonomisk og finansiell stilling:
The contracting authority will obtain a credit rating from Experian.
Credit worthiness will be sufficient to meet the requirement.
If in doubt, the contracting authority can obtain further information from the tenderer.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.

Tenderers must have sufficient financial capacity to fulfil the contract.

Tenderers must confirm their fulfilment of this requirement when submitting the tender.
Tenderers must present the following documentation proof if requested by the Contracting Authority:
- A list of the 3 most important relevant assignments and services performed in the last 3 years (maximum 2 of the assignments can be from the Norwegian Public Roads Administration). We would like information on;
o Name of contracting authority
o Brief description of the assignment.
o When the assignment was carried out
