The work tasks for the data developer(s) will include, amongst other things:
- Improving and developing data platforms, api, and integrations in order to collect, manage, and make data available for sharing, information, statistics, planning, and follow-up.
- Help to introduce new digital tools for change.
- To facilitate so that the organisation can make use of available data sets to obtain insight, e.g., via a data catalogue, business dictionary, guidelines for use, training, and documentation.
- Assist with automatic data exchange from, e.g., Enter and other operators and public transport companies.
The work tasks for the data analyst(s) will include, amongst other things:
- Collect, organise, and interpret data that will support decision processes and strategic choices.
- Analyse data, and, with the help of the analyses, contributing to, for example:
o key insight into, amongst other things, user behaviour and travel patterns, and changes to these.
o new insights that highlight a particular challenge or a general theme.
o cost calculations within different forms of mobility.
- Project management and implementation of independent processes.
- Business development
The list of work tasks is not exhaustive. Other services that naturally belong under the requested fields included in the framework agreement can be included if there is a need for them in the contract period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation:
• Norwegian companies: Company certificate from the Brønnøysund Register Centre (*see explanation here)
• Foreign tenderers: Proof that the tenderer is registered in the trade or business registry as prescribed in the legislation of the country in which the tenderer is established
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation: The contracting authority will, as a starting point, obtain a credit rating of the tenderers. Credit rating based on the most recent financial figures. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

The contracting authority reserves the right to obtain the tenderers' annual accounts including notes with the board and auditor's reports from the last year*.
Foreign tenderers are asked to submit their annual accounts, including any notes with the board and auditor's reports from the last two years.
If a tenderer, due to valid reasons, cannot present the requested documentation, he can prove his economic and financial position with other documentation that the contracting authority can accept.
Teknisk og faglig kapasitet:
Requirement:Tenderers must have the sufficient implementation ability and capacity to provide the required services. Tenderers must have minimum 4 data developers and 4 data analysts available. Documentation: A brief overview of all the available resources for providing the services under the framework agreement, preferably in the form of a table. Note that this table will not be included in the evaluation of the tenders. The table must be attached to the tender.

Requirement: Tenderers must have relevant quality assurance measures. The main tenderer cannot rely on other suppliers to fulfil this requirement. Documentation: Description of quality assurance measures.
If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certification, it is sufficient to attach a copy of the valid certificate.
Requirement: Tenderers must have relevant environmental management measures. Documentation: A description of the environmental management measures. If a tenderer is certified in accordance with the Eco-Lighthouse certification scheme, the Eco-Management and Audit Scheme, ISO 14001 or equivalent environmental management schemes, it is sufficient to attach a copy of the valid certificate.
