The main tasks include assisting the Norwegian Water Resources and Energy Directorate (Norwegian: NVE) with assignments for the following fields:
1) Program and project management, process development and process management
2) Business development and business management
3) Design competence and service design
The objective of the framework agreement is to ensure the Norwegian Water Resources and Energy Directorate (Norwegian: NVE) access to qualified consultants who must cover the need for assistance and support for our tasks and projects.
The estimated total value of the procurement is between NOK 25 and 35 million excluding VAT in the agreement period with options. We therefore estimate the maximum tentative total value to NOK 50 million excluding VAT for the framework agreement to ensure unexpected needs for call-offs.

The need for assistance / assignments can be short (i.e. a few weeks or months) or long-term, i.e. several months or years.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Norwegian tenderers must have their tax and VAT payments in order.
Documentation requirement:
Tax certificate, not older than 6 months, from the tender deadline.
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

The tenderer shall have good experience from relevant assignments. Both experience, relevance and results will be assessed.
1) Program and project management, process development and process management
2) Business development and implementation of business management models, as well as improvement regarding business management.
3) Top competence in the design subject, such as interaction design, service design and design thinking, management design, business design, system-oriented design, operational design and safety-critical design and implementation of service design processes

The references for from each of the three fields must as a minimum contain:
The contracting authority
A brief description of the project's goals, goal achievement and customer value
Point of contact and data thereof
Date of execution.
The scope of the assignment (hours or contract value)
A detailed description of the tenderer's role and contribution in the contract
Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.
Capacity:
The tenderer shall have the sufficient capacity and competence in all three specialist fields.
An overview of the number of consultants that the Supplier has at disposal for specified special fields. The capacity of the sub-providers must be incorporated in the same overview. The number of consultants per special field and level of experience must be stated.
