Tenderers are required to have a legally established company • Norwegian companies: A company registration certificate.
• Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to carry out the assignment/contract.
• Credit rating/score, not older than 6 months from the receipt of tenders, based on the last known accounting figures. The rating must be carried out by a credit rating company with licence to carry out credit rating services.
Teknisk og faglig kapasitet:
Tenderers must have experience and competence from similar assignments.
Tenderers are required to refer to assignments in the last 7 years in which the tenderer has had engineering design responsibility for the establishment/alteration of waste centres/recycling stations to a total investment cost per project of minimum NOK 20 million.

Tenderers must have been involved in the central discipline of the projects, in addition to the responsibility for the engineering design. Tenderers must evaluate, select and refer to what are considered the up to 5 (maximum) most relevant reference assignments, based on the description given in the tender documentation.

The following minimum information must be given for each of the projects:
- Contracting authority and contact person, including point of contact for checking the references.
- A brief description of the assignment/project.
- The duration of the project, both for consultants and the contracting authority.
- The total value of the project (including contract costs, etc.).
- The value of the consultancy contract for the tenderer.
References may be contacted if it is necessary to affirm the relevance of the previous assignment. However, it is the tenderer´s responsibility to provide a description substantiating relevance.
The contracting authority's own experience with the tenderer may also be considered.
Tenderers can document experience by referring to the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer/entity.
The Contracting Authority emphasises that this requirement shall only evaluate the tenderer’s total competence, as opposed to the offered consultant’s competence, and that it shall not submitted in connection with this.
This applies to CVs.
Tenderers must have sufficient execution capability and capacity.
An overview of the tenderer's organisation and relevant, total workforce/staffing for these types of projects.
The contracting authority emphasises that this requirement shall only evaluate the tenderer’s total capacity and implementation ability, and that CVs are not be presented.
Tenderers are required to have a good and well-functioning quality assurance system for the services that will be provided. Confirmation/description of the tenderer's quality assurance system.
If a tenderer is certified in accordance with ISO 9001
or equivalent quality assurance certification, it is
sufficient to attach a copy of a valid certificate.
