The aim of the procurement is to ensure that the contracting authority results in good energy deliveries at reasonable and stable prices under a spot price contract.
The aim of the procurement is to ensure that the contracting authority results in good energy deliveries at reasonable and stable prices under a spot price contract. The tenderer will provide services within the following fields:
- Physical energy procurement, spot and certificate of origin guarantees
- Communication, user system for an internet portal and email
- Reporting services
The estimated volume of the framework agreement is 110GWh a year, divided between 47 measuring points Historical consumption data and delivery points can be sent to the chosen tenderer after this contract has been signed.
The estimate has been made in accordance with the contracting authority's best judgement based on historical figures. Emphasis is put on the fact that the scope will depend on the contracting authority's concrete need in the contract period.
The contract value is estimated to be NOK 133,100,000. This is based on the current spot price for electricity. The maximum contract value will be NOK 300,000,000.
The contracting authority draws attention to the fact that there is a lot of uncertainty about electricity prices and the actual contract value will vary.

The contracting authority will have an option to extend the framework agreement for a further 2 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. Tax Certificate: Tenderers must have their tax, employer contribution and VAT payments in order. Documentation requirement: Tax Certificate, not older than six months from the qualification deadline. A tax certificate is defined as:
For Norwegian tenderers:
Tax and VAT certificate issued by the Tax Office via Altinn.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

2. Company Registration Certificate: Tenderers must be a legally established company. Documentation requirement: Norwegian tenderers:

Foreign tenderers:
Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
3. Social qualification requirements require that tenderers document that they have implemented measures in order to comply with the social contract terms in the contract period.
This means that the tenderer has methods for socially responsible management of the supplier chain and tracking systems that enable follow-up of compliance with the social contract terms in the tenderer's company and in the supplier chain.
Documentation requirement: Tenderers must describe:
a) methods for managing the supplier chain and
b) tracking systems

Økonomisk og finansiell stilling:
Tenderers must have the financial strength to fulfil the contract. Documentation requirement: The tenderer´s annual accounts including notes with the board´s and auditor´s reports for 2020 and 2021.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Teknisk og faglig kapasitet:
1. Tenderers must have sufficient implementation ability to fulfil the contract. Documentation requirement: A short (maximum one A4 page) and general description must be given of how the tenderer plans to fulfil the contract, including the tenderer's competence to fulfil the contract.

2. Tenderers must have experience from comparable deliveries. Comparable experience means that the tenderer has had other comparable deliveries. Documentation requirement:
Documentation of 1-3 comparable deliveries that the tenderer has carried out in the last 3 years. The description must as a minimum contain the following:
Name of contracting authority
Type of delivery
The delivery period
Volume in GWh/year
Number of measuring points (sites)
Use Vedlegg 4 Reference Descriptions
3. Tenderers must have a documented quality management system. Documentation requirement: Tenderers must present an ISO 9001:2015 certificate or a short description (maximum 2 A4 pages) of the tenderer's quality management system.
4. Tenderers must take the environment and climate into consideration, for example, by reducing negative effects on the environment from the tenderer's activities, as well as follow-up of environment and climate measures. Documentation requirement: A short description (maximum two A4 pages) of the tenderer's environmental system or routines for taking care of the environment and climate. If a tenderer is certified in accordance with ISO 14001, Eco-Lighthouse Scheme, EMAS, or equivalent certification, it is sufficient to attach a copy of a valid certificate.
