The Norwegian Labour and Welfare Organisation, c/o the Communication Department invites tenderers to an open tender contest for a framework agreement for advertising and media services.
NAV already has contracts in areas that border this contest, which will limit the scope of the procurement somewhat. The contracting authority also has internal competence for building brands and carrying out information assignments, and will use these resources when it is appropriate.
The contract value over a 4-year contract period is estimated to be NOK 10 million - NOK 12 million including VAT. The maximum cost throughout the contract period is expected to be NOK 15 million including VAT. The estimated value is only a guideline, and NAV is not obliged to procure a specific amount.
Due to staff holidays, questions will not be answered in weeks 28 and 29.

NAV needs assistance within advertising and media services for the following areas:

- Strategic consultancy for advertising and media placement services

- Market communication, campaign planning and profile marketing

- Development of channel adapted communication systems, including graphical design and visual identity/brand building

- Development of activities for different target groups

- Media consultancy and placement

- Employer profiling

- Project management and method for advertising and media placement services

Important target groups that the services are aimed at are:

- NAV's user groups (person users and employers)

- Cooperation partners (the parties in business life, employers, municipalities, the health service, and other public departments)

- Our employees

- Job seekers in NAV

Tenderers are required to be a legally established company. Documented by: For Norwegian tenderers: Company registration certificate from the Brønnøysund Register Company, obtained via eBevis. For foreign tenderers: Certificate for registration in the business register as prescribed in the legislation of the country in which the tenderer is established.

1. Tenderers are required to have sufficient financial ability to fulfil the contract. 2. Norwegian tenderers must have their tax and VAT payments in order.

Documentation: 1 Description of the tenderer's technical capacity and professional qualifications. A description is requested regarding the capacity of relevant entities at the tenderer's disposal. With regard to qualifications, a short overview of the tenderer's general relevant expertise must be given. The personnel proposed for the assignment shall not be specified, and CVs must not be submitted.

2. The tenderer's most important deliveries in the last 3 years, including a description of the assignment, its value, date and recipients. Tenderers are asked to use the template for descriptions in annex 2 in Part I Terms.
