Procurement of a tool carrier

Vestby kommune

Vestby Municipality would like to procure a new tool carrier as part of the vehicle replacement plan. See the description in the tender documentation. The municipality requires that all connections and hydraulics on the new tool carrier are suitable for the contracting authority's equipment. The tool carrier must be delivered with the equipment described in point 3 - technical and functional requirements for the machine. See the points in the requirements specification. The contracting authority has a part exchange machine that is priced in the requirements specification. See the tender documentation for further information on the part exchange machine.

Vestby Municipality would like to procure a new tool carrier. In addition to the procurement of a tool carrier, ongoing service and maintenance is also wanted.

It is a prerequisite that the tool carrier can be tested during the evaluation of the tender. The testing will be done in Vestby or in a place with equivalent geographical and topographical conditions.

‘The procurement will be carried out in accordance with the Public Procurement Act dated 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) PPR 2016-08-12-974. part I and part III. A contract will be awarded in accordance with the open tender contest procedure, cf. the Public Procurement Regulations § 13-1 (1).

Negotiations are not allowed in this contest. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is drawn to the fact that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. The contracting authority can reject tenders that contain deviations from the procurement documents, uncertainties etc. that are not considered significant, cf. the regulation § 24-8(2) a. Tenderers are therefore strongly encouraged to follow the instructions given in this tender documentation with attachments and possibly ask questions in case of ambiguities via the communication module in the Mercell portal.’

The contracting authority reserves the right to cancel the tender contest if there are justifiable reasons. A

cancellation or total rejection must always be justified in accordance with the contracting authority's information obligation.

Standard contract terms apply to this procurement.

It is to be seen as a one-time goods procurement, with the accompanying ongoing service contract for the offered tool carrier.

All the points in the requirements specification must be accepted for a tender to be valid.

The technical and functional requirements for the tool carrier for Municipal Engineering, Vestby Municipality, are in points 1.1-7.4 in this annex.

Where a brand name is stated in the requirements specification/price sheet, it is used to describe the quality. It is a prerequisite that the offered quality is equivalent or better. The quality must be described.
