The risk and vulnerability analysis project of structural changes in the refinery industry shall highlight what consequences reduced production capacity in Norway and Europe have for national supply security for fuel, and identify relevant measures to deal with any vulnerabilities. The aim of the analysis is to give the ministry a good knowledge basis in order to assess the dimensioning of the national fuel preparedness, in the light of the structural changes that come from the green change and in a time of greater uncertainty as regards international trade systems and European security. The project is expected to be of use for both civil and military fuel preparedness.
The project will result in a final report that must include concrete recommendations on measures that can avert identified vulnerabilities, submitted b y 16 June 2023.

Kort beskrivelse:
The Ministry of Trade, Industry, and Fisheries (NFD) would like to enter into a contract for an analysis of possible preparedness consequences resulting from structural changes in the refinery industry.
The project will result in a final report that must include concrete recommendations on measures that can avert identified vulnerabilities.
The estimated limit for the procurement is between NOK 1,700,000 excluding VAT and NOK 2,000,000 excluding VAT. The estimated value is not binding for the contracting authority. The project duration will be approx. 5 months, and will result in a report that is to be submitted by 16 June 2023. An interim report with provisional findings must be submitted by 19 April 2023 at the latest.

Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
