Procurement of a research project on vulnerabilities in global supply lines

The Ministry of Trade, Industry, and Fisheries (NFD) would like to enter into a contract for a research project that will analyse risk and vulnerability connected to the global supply lines for important input factors, raw goods, and products that are imported to Norway and that come under the ministry's sector responsibility. Based on an assessment of risk and essentiality, the analysis ought to start with the supply chains for selected imported food products and input factors for the chemical process industry.
Furthermore, such a review ought to look at what input factors, raw goods, and products are vital for the production of food and diet for the population. The legal basis must also be assessed in this connection.
The final report is to be submitted by 16.06.2023. Provisional findings and results must be reported by 28 April 2023 at the latest.
The estimated contract value is NOK 2,500,000 excluding VAT. The estimated value is not binding for the contracting authority.

Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

A description of the tenderer's two to three most relevant assignments in the last three years, together with information on the contracts' values, dates of deliveries or executions, and names of recipients.
Relevant assignments means similar, or in another way relevant assignments within global and international markets, supply lines, public safety, crisis management, and preparedness. Tenderers are responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement.
