The Directorate of Labour and Welfare would like to enter into a contract with a tenderer in the research environment that can carry out a research project in order to acquire more knowledge on the cross-sectorial connections related to sick leave and dropout from working life.
When the IA-agreement 2019-2022 was signed, a decision was made to establish a R&D programme that would contribute to goal-orientated and solid knowledge development of the goals, measures, and policies in the IA-agreement. The R&D programme is administered by the Directorate of Labour and Welfare. The programme notes for the R&D programme under the IA-agreement emphasise that there is a need for several studies that use the large amount of register data that exists in Norway. In addition there is a need for high quality knowledge that gives knowledge of the effects of the measures.

Estimert totalverdi: 8 000 000 NOK 💰
Kort beskrivelse:
The aim of the research project is to use a broad data basis in order to get more knowledge on the general sector connections that are connected to sick leave and dropout from working life.
NAV would like the research project to use register data to examine measures and policies in order to reduce sick leave by using a solid methodical framework. Connections between medical treatment and work-orientated efforts are also of interest.
The main assignment concerns:
Sub-project 1: Persons on sick leave and those who drop out of working life
Sub-project 2: Inclusion and sickness absence
Price stated by the contracting authority for the main assignment (fixed price including VAT): NOK 7,000,000.
The main assignment is estimated to run until 31.12.2023
The contracting authority can take up an option for the following additional services:
- Option 1: Updated analyses on problems in sub-project 1 and sub-project 2.
- Option 2: New analyses on relevant problems within the same theme.
Before an option is taken up, the contracting authority will request input on the requirements specification for the additional order(s) from the tenderer.
Price of the option: Up to NOK 3 million including VAT in total.

Tenderers are required to be a legally established company. Documentation requirement for Norwegian tenderers: Company registration certificate from the Brønnøysund Registre Centre. For foreign tenderers: Certificate for registration in the business register as prescribed in the legislation of the country in which the tenderer is established.
