The contract is for the procurement of a complete software system for a patient signalling system that will be procured from a cloud service provider with the accompanying patient signalling equipment, signalling monitors, sensors, etc.
In addition to the patient signalling system, tenderers are asked to offer integrated functionality for digital inspection.
In addition to the Agency for Nursing Homes, Oslobygg and private/non-profit operators of long term homes organised under the Department of Health, Elderly, and Inhabitant Services (HEI), will be able to use the contract in the contract period. There is a list of private/non-profit operators in the qualification documentation and the tender documentation.

Requirement: Tenderers must be a legally established company.
Documentation: Norwegian companies: Company Registration Certificate. Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Requirement: Tenderers must have their tax and VAT payments in order.
Documentation: Tax and VAT certificate, not older than 6 months. The certificates can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must have the financial capacity to carry out the assignment/contract.
Documentation: The last annual accounts. The contracting authority reserves the right to obtain a credit assessment itself.
Teknisk og faglig kapasitet:
Requirement 1: Experience is required from equivalent assignments. Equivalent assignments means rolling out a patient signalling system, as well as experience with rolling out digital inspection of institutions/buildings of an equivalent size and complexity.

Documentation: A description of the tenderer's relevant assignments carried out during the last three years.. The overview must indicate who the contracting authority was, the name of a contact person, the assignment's scope and value, as well as the date and location of the assignments.

Requirement 2: Tenderers must have a good ability to fulfil the contract. This includes tenderers having personnel with good and relevant competence.
Documentation: An account of the available workforce that the tenderer can use for fulfilment of the contract. A competence matrix must be attached that shows the education and professional qualifications of key personnel, as well as their CVs. If the tenderer uses sub-contractors, an overview must be given for the distribution of technical personnel or technical units between the main supplier and the sub-contractor.
