The contract is for the procurement of a complete software system for a patient signalling system that will be procured from a cloud service provider with the accompanying patient signalling equipment, signalling monitors, sensors, etc.
In addition to the patient signalling system, tenderers are asked to offer integrated functionality for digital inspection.
In addition to the Agency for Nursing Homes, Oslobygg and private/non-profit operators of long term homes organised under the Department of Health, Elderly, and Inhabitant Services (HEI), will be able to use the contract in the contract period. There is a list of private/non-profit operators in the qualification documentation and the tender documentation.

Økonomisk og finansiell stilling:
Requirement: Tenderers must have the financial capacity to carry out the assignment/contract.
Documentation: The last annual accounts. The contracting authority reserves the right to obtain a credit assessment itself. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, (for example a newly started business), the tenderer can document their economic and financial position with any other document that the contracting authority deems suitable. This can, for example, be a bank declaration or commitment statement from another company.

Requirement 1: Experience is required from equivalent assignments. Equivalent assignments means the roll out and operation of a patient signalling system, and/or digital supervision for institutions/buildings.
Documentation: A description of the tenderer's most relevant assignments carried out in the last three years. The contracting authority will also consider assignments that are older than three years. The overview must indicate who the contracting authority was, the name of a contact person, the assignment's scope and value, as well as the date (commissioning date) and location of the assignments. Tenderers are asked to state which services where installed, as well as integrations, both for digital supervision and patient signalling. In the case of assignments that run over a long period and have several different installations, tenderers are asked to state which different services were installed and the commissioning date for the different installations that were implemented.

Requirement 2: Tenderers must have a good ability to fulfil the contract. This includes tenderers having personnel with good and relevant competence.
Documentation: An account of the available workforce that the tenderer can use for fulfilment of the contract. A competence matrix must be attached that shows the education and professional qualifications of key personnel, as well as their CVs. If a tenderer uses sub-contractors, an overview must be given for the distribution of technical personnel or technical units between the main supplier and the sub-contractor.

This assessment will particularly weight:
- The contracting authority's own experience, as well as experience from other contracting authorities.
- Installations that go over several institutions
- Integrations with other welfare technology
- Experience from large institutions with several departments

A description of the tenderer's 2-4 most relevant assignments carried out in the last 3 years. The contracting authority will also consider assignments that are older than three years. The contracting authority's own experience as well as experience from other contracting authorities will count most when evaluating the requirement. Assignments with a commissioning date in the last 3 years will be emphasised most.
