The Sørlandet Science Centre is an entity in Arendal municipality. Arendal municipality and the University of Agder (hereafter AK/UiA) have entered into a collaborative agreement on the construction of a new building for the science centre department in Kristiansand. It is desired that an external party carries out development and construction, and that AK/UiA leases the building. Together with Statsbygg, the parties have found a suitable location on the Kristiansand campus, and Statsbygg has undertaken to transfer a plot of land to Arendal municipality, on which the new Science Centre in Kristiansand is to be built. Attachment for this plot will be transferred to the developer/owner/landlord.

Arendal municipality and the University of the Contracting Authority hereby invite tenderers to a competition with negotiations for the award of a lease contract with an obligation to develop, finance, build, operate and maintain a new Science Centre in Kristiansand.

AK/UiA wants to develop a building on campus that will be an experience and learning centre, as well as an attraction for the general public and an offer for other educational institutions. The building is estimated to be approx. 3,000 m2, see the room and function programme (Tender documentation Part III Requirements specifications).

AK/UiA would like to work closely with the chosen supplier on the development of the building. AK/UiA would also like to have a large influence on how the building is designed and the functions the building will fulfil. In collaboration with the developer, AK/UiA would like to find good solutions that also result in having the least possible unnecessary costs in the project, including during the operational phase.

The procurement consists of the following:
1. Design and development in an interaction phase (Phase 1 – development phase)
2. Detailed planning and development (Phase 2 – construction phase)
3. Financing
4. Management, operation, maintenance, replacement and service ("FDVUS"/caretaker services) of the lease object (Phase 3 - Lease period).
The description of the delivery follows from part III of the tender documentation, the requirements specifications with, among other things, the room and function programme.

The tenderer must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Good economic solidity is required along with financial capability/financial understanding.
The contracting authority will provide a credit analysis of the tenderer that was carried out in the last year.
• The tenderer's annual financial statements, annual report and audit report for the last three years and recent information which is of importance to the tenderer's fiscal figures. Financial statements, annual report and audit report are what Norwegian companies send to the Brønnøysund Register Centre.

• Investment plan for this project as well as an overall investment plan for the tenderer
• In the event of creation/utilisation of a project company (SPV), there must be confirmation that there will be a parent company guarantee or other guarantee from a third party (bank/finance) for the obligations the project company accepts until the start of the operational period. Where the tenderer consists of a group of companies there must be a mother company guarantee from all of the businesses in the group with requirements to provide the companies' internal agreement.

A good and well-functioning quality management system that meets the quality management standard ISO 9001:2015 or equivalent is required.
A good and well-functioning environmental management system that meets the environmental management standard ISO 14001:2015 or equivalent is required.

The tenderer must respond to the application form. Here the tenderer must provide the five most relevant assignments from the last ten years, including their values, time frames and recipients. It shall specifically state:
• which projects the tenderer may have both developed and is the long-term operator of.
• which similar projects may have been implemented.
The tenderer must provide a name and email address for a reference person at the receiver of each of these most relevant projects, including tenants. The contracting authority reserves the right to contact the stated reference persons.
