Statsforvalterens fellestjenester would like to enter into a framework agreement with one tenderer for consultancy services for the development of Optimizely.
The framework agreement will be signed with one tenderer for a duration of 2 years, with an option for renewal for a further 1+1 year.
The framework agreement is estimated to have a scope of NOK 2.5 million a year, total NOK 10 million excluding VAT over the contract period, including options.
Due to uncertainty in the budget, the resource situation, etc., in the contract period, the contract will be valid for call-offs for up to NOK 20 million excluding VAT over the four year contract period.

The contract can be extended for up to a further 1+1 year. The maximum framework agreement period will be four years.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation Requirement: - Norwegian companies: Company Registration Certificate. Foreign companies: - Verification that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contractual obligations.

Creditworthiness with no requirement for security, will be sufficient to meet the requirement.

. Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Minste nivå(er) av standarder:

Tenderers must have the necessary economic and financial capacity to fulfil the contractual obligations.

Creditworthiness with no requirement for security, will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

(1) Qualification requirement: Tenderers must have good experience from comparable assignments with equivalent content and transferable value.

Documentation requirement: A description of 3 reference projects in the last 3 years for tenderers with a transferable value for the delivery. The following information ought to be provided on the projects: - The project's name - The contracting authority - The contracting authority's contact person - The project's total cost and duration - Type of assignment - The assignment's contact value - The company's assignments/role in the project - Start-up date and completion. It is the tenderer's responsibility to confirm relevance through the description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.

(2) Qualification requirement: Tenderers must be a serious actor, have a good implementation ability, and capacity within the field requested by the contracting authority.

The contracting authority sees good capacity as tenderers being able to provide a minimum of 2000 consultancy hours within the field covered by the contract.

Documentation requirement: Attach an account of the company's business activities. The account must include information on:

-The number of employees in total and the number of employees with competence within the core area of the contract.

- An account of the company's HSE systems, and an account of whether the wages and working conditions in the company are in accordance with Norwegian law and tariffs.

(1) Tenderers must have good experience from comparable assignments with equivalent content and transferable value.

(2) Tenderers must be a serious actor, have good implementation ability, and capacity within the the field requested by the contracting authority. The contracting authority sees good capacity as tenderers being able to provide a minimum of 2000 consultancy hours within the field covered by the contract.
