The total estimated value of the framework agreement is NOK 4 million - NOK 8 million excluding VAT, a total of NOK 16 million - NOK 32 million over the contract period, including options. The estimate is uncertain, as any changes in the budget or decisions can increase or decrease the need as regards the above amount. The contract will be valid for a scope of up to NOK 50 million over the contract period (four years).
A parallel framework agreement will be signed with up to three tenderers. The call-off mechanism and distribution key for the call-offs under the framework agreement are given in the contract text.

Statsforvalterens fellestjenester has an existing contract for the web design that still will still apply when this contract is signed. The existing contract for the field will be exhausted before the new contract for the field is used. The existing contract is expected to be exhausted by the end of 2022.

The contract can be extended for up to a further 1+1 year. The maximum contract duration is four years including all the options.

Qualification requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation Requirement: - Norwegian companies: Company Registration Certificate. -Foreign companies: Verification that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contractual obligations.

Creditworthiness with no requirement for security will be sufficient to meet the requirement.

. Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Minste nivå(er) av standarder:

Tenderers must have the necessary economic and financial capacity to fulfil the contractual obligations.

Creditworthiness with no requirement for security will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

(1) Qualification requirement: Tenderers must have good experience from comparable assignments with an equivalent content and transferable value.

Documentation requirement: A description of 3 reference projects in the last three years for tenderers with a transferable value for the delivery. The following information ought to be provided on the projects: - The project's name - The contracting authority - The contracting authority's contact person - The project's total cost and length - Type of assignment - The assignment's contract value - The company's assignments/role in the project - Start-up date and completion. It is the tenderer's responsibility to confirm relevance through the description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.

(2) Qualification requirement: Tenderers must be a serious actor, have a good implementation ability, and the company within the field requested by the contracting authority.

The contracting authority sees good capacity as a tenderer being able to provide minimum 2500 consultancy hours within the field covered by the contract.

Documentation requirement: Attach an account of the company's business activities. The account must provide the following information:

-The number of employees in the company in total, and the number of employees with competence within the core area of the contract.

-An account of the company's HSE systems and an account of whether the wages and working conditions in the company are in accordance with Norwegian law and tariffs.

(2) Tenderers must be a serious actor, have a good implementation ability, and the capacity within the field requested by the contracting authority. The contracting authority sees good capacity as a tenderer being able to provide minimum 2500 consultancy hours within the field covered by the contract.

If there are more than five tenderers that submit an application for qualification, and which fulfil the minimum qualification requirements, the contracting authority will rank the tenderers according to the award criteria for the qualification requirements for technical and professional qualifications. This concerns:

(1) Experience from comparable assignments (70%).

(2) Tenderers must be a serious actor, have a good implementation ability, and the capacity within the field requested by the contracting authority. (30%)
