The Ålesund Regional Port Authority [Ålesundregionens Havnevesen (ÅRH)] will enter into a framework agreement with a tenderer for transport and
treatment of waste, which cannot be handled together with normal ship waste due to its chemical,
physical and/or biological properties.
The objective of the procurement is to enter into a contract that shall safeguard and manage the waste system that is
imposed the port authority in accordance with the International Convention for the Prevention of Pollution from Ships (MARPOL) 73/78
as well as directive 2000/59/EC, amended in the directive 2002/84/EF on maritime safety and the prevention of pollution and
cargo residues from ships (hereinafter referred to as the Regulations).

The contracting authority has requirements for the tenderers' qualifications. The qualification requirements are minimum

requirements for tenderers. The tenderers' qualifications will be assessed on the received documentation, unless

otherwise specified in the individual requirement.

Information on the use of subcontractors, qualification requirements and the ESPD self-declaration form

follows from point 2.2 "Requirements for tenderers" in the tender documentation.

Økonomisk og finansiell stilling:

2.2.4.1.1 Payment of tax, VAT and other duties: Documentation requirement: Norwegian tenderers: Tenderers must give consent in their tender for Tendsign to obtain the information and to the contracting authority obtaining the information on the above-mentioned via Tendsign. After tenderers have submitted their tenders in TendSign, they will receive a request from Altinn for consent to share the tax information. The consent is valid on an organisation level and is valid for 3 (three) months. If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline. Any arrears or other irregularities must be justified. (The tenderer can obtain the electronic tax and VAT certificate itself and immediately receive it by email.) Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. Taxes shall be translated into Norwegian. 2.2.4.1.2 Credit Rating: Documentation Requirement: The contracting authority will carry out an assessment of the tenderer´s finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) by the service CreditPro. The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the Tenderers can be assessed on equal terms. Tenderers can attach other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation. Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing. This also applies to foreign tenderers.

2.2.4.1.1 Payment of taxes, VAT, and other public duties. Requirement: Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions, and tenderers must not have significant arrears. 2.2.4.1.2 Credit rating: Requirement: Sufficient economic capacity to execute the contract is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the agreement, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers. Newly established companies must have the financial capacity to fulfil the contract.

Teknisk og faglig kapasitet:

Documentation Requirement: A brief description must be enclosed of the general quality assurance system on which the tenderer will base the implementation of the contract (max. one A4 pages, table of contents will not accepted). If the system is certified in accordance with ISO-9001 or other relevant certification systems, it is adequate to present a copy of the certificate.
