Ålesund kommunale eigedom KF (ÅKE) shall construct a new multipurpose hall at Osane. Osane multipurpose hall will serve a population of approx. 10,000 people, in both a school and sports context. It will be central sports facility for the Hessa and Aspøy districts, as well as the town centre. There are several sports teams and different sports that can make use of the possibilities use a facility offers. Osane sports centre will be a flexible, area-efficient, functional, and robust sports centre.

Egnethet til å utøve yrkesvirksomheten:

A tax certificate is required.

Requirement: Tenderers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT). Documentation requirement: Tax Certificate, not older than six months from the qualification deadline. Tax certificate is defined as: For Norwegian tenderers: Certificate showing paid taxes and VAT issued by the Tax Office via Altinn. Foreign tenderers: Foreign tenderers must present an equivalent certificate from their country that substantiates orderly tax and duty conditions. If the authorities in the relevant country do not issue such certificates, the tenderer must submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Requirements related to the tenderer's registrations, authorisations, etc.

Requirement: Tenderers must be a legally established company. Documentation requirement: Norwegian tenderers: Company registration certificate. The contracting authority will obtain a company registration certificate from the Brønnøysund Register Centre. Norwegian tenderers do not therefore need to submit a company registration certificate. Foreign tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirements for economic and financial position.

Requirement: Tenderers must have sufficient financial strength to fulfil the contract. Documentation requirement: The tenderer's annual accounts, including notes with the boards and auditor's reports from the last three years. If the annual accounts for the previous year have not been completed by the tender deadline for this contest, the provisional annual accounts for the previous year must also be attached. If there are reasons why the provisional annual accounts cannot be attached, the tenderer must document their financial standing in another way. The contracting authority will obtain a credit rating in addition. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity, liquidity, and payments history.

Teknisk og faglig kapasitet:

Experience is required

Requirement: Tenderers must have sufficient experience from projects of an equivalent nature, complexity and scope. Documentation requirement: Overview of building and site work the tenderer has undertaken in the last ten years, calculated from the tender deadline. The overview must include the following for each of the contracts: Name of the builder (contracting authority), description of what the contract work included, including its relevance to the qualification requirement, what work the tenderer undertook itself and what work was done by sub-suppliers (contract facilitators), date of the delivery, and the contract value. The documentation must be given in the builder's template in part I Annex K.1 Reference Project.

Requirements for quality assurance measures.

Requirement: Tenderers must have quality assurance measures that are suitable for the delivery and the risk involved. Documentation requirement: A description of the tenderer's quality assurance measures (the table of contents will not be accepted as documentation). If the tenderer is certified in accordance with ISO 9001 or equivalent quality assurance standards, it is sufficient to make a copy of a valid certificate.

Requirement concerning environmental management system.

Requirement: Tenderers must have an environmental management system that meets the requirements of ISO 14001, Eco-Lighthouse, EMAS or equivalent. Documentation requirement: Certificate issued by an independent body. The contracting authority will accept other documentation of equivalent environmental management measures if the tenderer does not have the possibility to obtain such certificates by the deadline, and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested standards.
