The aim of the measure is to ensure that contamination from the landfill does not spread into the surrounding environment, and, primarily, to ensure that the recipient, Ellingsøyfjorden, and the landfill can be closed in accordance with the requirements in the waste regulations §9-15 with Annex III. The public administrator [Statsforvalteren] for M&R has set forth requirements for the implementation of the measures for closure, and the deadline for the necessary measures to be completed is by the end of 2023,

Overall, the measures will include the following general areas of work:

- Reallocation of filling slopes, resolution to stable inclines.

- Establishment of a pile wall in the stone filling that encloses and separates the landfill from the ocean. The length of the pile wall will be approx. 375 m and the depth will vary from approx. 5 to approx. 27 m. The sheet piling must have sealing locks/sealed constructed.

- Reallocation of the surface.

- Digging and installation of ditches for the interception, collection and drainage of surface water.

- Drilling and setting of 6 wells for bilged leachate. The wells will be set in the stone filling behind the pile wall. Bilge water will be led through a sand trap to the ocean.

- Establishment of a system for gas drainage.

- Laying a sealing membrane over the entire landfill, including slopes towards the ocean and terminating in front of the pile wall.

- Securing the area after the membrane has been laid. Securing can consist of spreading of topsoil, or alternatively a base layer covered in gravel as an option.

- Excavation matter must be sorted and reused to the greatest extent possible. Surplus matter will be deposited in a designated area. Deposited excavation matter will be included in the secured volume.

- Waste encountered during the work must be collected, sorted into fractions and delivered to an approved reception facility. Excavation slopes and surfaces must also be cleared of protruding waste before the membrane can be laid.

Documentation requirement for payment of taxes, VAT, and other public fees:

Norwegian tenderers: After tender submission, the tenderer must give consent for TendSign to obtain and for the contracting authority to receive information about the above via Tendsign. After tenderers have submitted their tenders in TendSign, they will receive a request from Altinn for consent to share the tax information. The consent is valid on an organisation level and is valid for 3 (three) months.

If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline.

Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate itself and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Documentation requirement for credit rating.

The contracting authority itself will carry out an assessment of the tenderer's finances through the company and accounting information system Bisnode AS with the CreditPro service. The contracting authority does not accept credit assessments from any company and accounting information systems other than Bisnode AS with the CreditPro service to ensure equal treatment of tenderers. Tenderers can attach other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation.

Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing. This also applies to foreign tenderers.

Requirement: Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions, and tenderers must not have significant arrears.

Requirement: The financial capacity to fulfil the contract is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the agreement, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers.

Newly established companies must have the financial capacity to fulfil the contract.

The excel document ‘leverandørens referanser’ (‘the tenderer's references’) must be completed. For each reference assignment, information must be provided about the assignment's content, value, dates, the contracting authority, and the contracting authority's contact person with an e-mail address and telephone number.

Requirement:

The tenderer, or the tenderer's employees are required to have experience from at least one (1) equivalent assignment in the last 5 years. Equivalent assignments means drilling of sheet piles, laying membranes and water/sewage works or other assignments that must be considered relevant. The tenderer must describe why the assignment is considered to be relevant. There is no requirement for the tenderer to have carried out all of the tasks in the same singular project. For example, the tenderer can state three different projects with these tasks (in total). The assignments may also have been carried out by any subcontractor that the main tenderer relies on in the execution of this project. Any subcontractor must also be responsible for the corresponding assignment in this project, and a declaration of commitment from the subcontractor must be submitted in accordance with requirements.
