The aim of the procurement is to cover the contracting authority's need for the procurement of new tractors and necessary accessories, as well as maintenance of them.
The contracting authority would like to enter into a framework agreement for the procurement of tractors and tools, as well as an accompanying maintenance contract for the tractors and tools procured under the contract. The maintenance contract will be valid for 20 years, calculated from the day the material is delivered to the contracting authority.
Tenderers must be able to deliver goods and services at all of the Norwegian Armed Forces' locations. See the Rules for the Procurement for detailed information on locations and deadlines.

Contract I, 2020039929 - procurement of tractors.
Procurement of tractors and necessary accessories/tools.
The contracting authority needs three different tractor sizes: Small (50-100 HK), medium (100-150 HK) and large (150- 350 HK).
The offered tractors must be standard off-the-shelf tractors, but with the possibility for extra equipment if the contracting authority wants this.
The contracting authority could also procure tools under the contract, such as different trailers, pallet forks with and without sides, snow blowers, pasture brushes, sand boxes, etc.
Accompanying contract 2022010977- Maintenance contract for the lifetime.
Maintenance of tractors procured under the contract for their planned lifetime of 20 years. The maintenance contract will be taken up per tractor and will be valid from the day the tractor is delivered to the contracting authority. See point 1.5 - Duration, Sub-Contract II in the Rules for the Procurement for further details.

The expected use load per tractor is up to 500 hours a year.
The maintenance work can include, for example, ongoing repairs, planned inspections, general mechanical work, electrical work, body work, and hydraulics.

Beskrivelse av opsjoner:
Procurement contract: Framework agreement for 2 years. Thereafter an option for a further 2 years can be taken up. The framework agreement will therefore be valid for maximum 4 years.
Maintenance contract: Accompanying contract to the procurement contract for 10 years. Thereafter an option for 5+5 years. The accompanying contract will therefore be valid for maximum 20 years.

QUALIFICATION REQUIREMENT: -Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. DOCUMENTATION REQUIREMENT Norwegian tenderers: Company Registration Certificate. Foreign tenderers: Verification that the tenderer is registered in a company register or trade register in the country where the tenderer is established. QUALIFICATION REQUIREMENT: Norwegian tenderers must have their tax, employer contribution and VAT payments in order. DOCUMENTATION REQUIREMENT: Norwegian companies: Company Registration Certificate, not older than 6 months.

Tenderers must have sufficient economic and financial capacity to carry out the delivery, including satisfactory operating margin, liquidity ratio and equity ratio.
Minste nivå(er) av standarder:
A credit assessment from a certified credit rating agency based on the most recent known accounting. The rating must not be older than 3 months.
Teknisk og faglig kapasitet:

Documentation requirement 1:
Overview of the tenderer's three most relevant assignments in the last three years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a statement of: - The assignment value - Dates - Recipient (name, telephone number and email address) - A brief description of the contract. It is the tenderer´s responsibility to document relevance in the description.

Description of the service organisation.

The presented garages must have certification from the Norwegian Public Roads Administration that permits the execution of all types of repairs on all the types of tractors included in this framework agreement. The contracting authority draws attention to the fact that the contract also includes tractors with a greater capacity than 50 km/t.

Documentation requirement 3:
A description of the education and professional qualifications that the tenderer has at his disposal to complete the delivery. For example the number of agricultural mechanics, who will deal with enquires, etc.
CVs/certificates of apprenticeship are not requested here.
