Ålesund Brannvesen KF intends to procure a new firefighting vehicle of the type rescue lift. ÅBV intends to enter into a contract with one tenderer for the delivery of a new complete fire engine under the designation rescue lift. The vehicle must contribute to increasing the capacities of ÅBV, and must therefore function within a broad range of geographical, and often coastal, conditions. ÅBV is concerned with high quality, long-lasting products within the scope of operations, good support and cooperation. Vehicles must be purpose-built, have the necessary certifications, and be safe and intuitive to operate.

A good and well-functioning quality assurance system is required for the services that shall be provided.
The tenderer, or the tenderer's employees are required to have experience from at least two equivalent assignments in the last three years
Økonomisk og finansiell stilling:
Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions, and tenderers must not have significant arrears.
The financial capacity to carry out the contract is required. A minimum requirement is that the tenderer is credit-worthy, score A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the Contracting Authority’s assessment given in the submitted documentation from the tenderer.

Minste nivå(er) av standarder:
A corresponding system certificate must be attached, documenting that the tenderer uses a quality management system in their production line. Documents are often issued by accredited certification bodies.
Equivalent assignments means the production and delivery of vehicles with similar characteristics, a corresponding order of magnitude and complexity for use within the fire and rescue service.

The contracting authority will limit the number of service providers who will be invited to submit a tender. If there are a sufficient number of qualified tenderers who fulfil the qualification requirements, the number of participants who will be invited to submit a tender will be limited to a minimum of 3 and a maximum of 7.

Justification for cancellation The contracting authority informs that the contest has been cancelled with immediate effect. Background Pursuant to PPR (the public procurement regulations) § 25-3, the contracting authority can cancel a contest with immediate effect if there is a justifiable reason. Due to unforeseen changes in the market, we have to cancel the ongoing process. Specifically, a possible supplier has petitioned for bankruptcy and withdrawn their participation in the contest. As we only had two potential suppliers in the process, we ended up in a tender contest that in reality is without competition. As the product in the procurement has both a high value estimate and is a product that has a large degree of tailor-made production, we have to cancel the ongoing contest. Competition is one of the five mentioned principles in the public procurement regulations §4. Insufficient competition is in this case considered as a 'justifiable reason' for cancellation. Conclusion As a consequence of one of two potential suppliers petitioning for bankruptcy, we have had a failed contest that has to be cancelled. The contest will be re-announced shortly.
